To serve as an Aircraft Maintenance Manager, and as such, coordinate,develop and implement Aircraft Maintenance Unit (AMU) management operations ensuring timely and efficientaircraft maintenance production efforts as a part of the Republic of Singapore Air Force (RSAF), 428th AircraftMaintenance Unit (AMU)

Major Duties:

  • Manages maintenance and sortie generation activities for RSAF F-15SG aircraft. Plans, monitors, and coordinates aircraft production efforts to ensure effective utilization of personnel, equipment and facilities to meet the RSAF mission. Attends daily maintenance review meetings of the aircraft maintenance production effort. Recommends corrective actions to the MXG/CC, AMXS/CC and the RSAF SMO for any identifiedhazardous and/or unsafe work practices or conditions involved with mission logistics.

Qualifications: In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Equipment Facilities and Services Series 1601 SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes knowledge of the theories and principles of logistics management to include areas of readiness, mobilization and weapons systems management and sustainment, as well as knowledge of and ability to utilize qualitative and quantitative techniques for analyzing and measuring the effectiveness, efficiency and productivity of the aircraft maintenance production effort. Knowledge of the historical maintenance requirements of assigned aircraft to participate in pre-inspection meetings and ensure that any deferred maintenance is included on the schedule. Knowledge of the pertinent laws, policies, regulations and precedents applicable to aircraft sortie production. Thorough knowledge of the major issues, program goals and objectives of the aircraft maintenance mission in order to integrate and coordinate aircraft activities of the 428th AMU maintenance complex and recommend ways to improve the effectiveness and efficiency of operations Knowledge of associated trades such as sheet metal, painting, aircraft electrical, avionics, and aircraft engine work to determine when work should be assigned to specialized support shops. OR EDUCATION: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related. OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of aircraft maintenance functions, programs and systems applicable to the duties of this position. Broad knowledge of aircraft management practices, procedures and organizational mission requirements. Knowledge of sources, responsibilities and means for providing assistance and advice to resolve aircraft maintenance. Knowledge of environmental, safety and security regulations, practices and procedures. Ability to identify problems and develop innovative solutions. Ability to gather, analyze, organize and present data and support analyses Ability to use office automation tools and techniques to design and generate reports, briefing materials and/or comparable documents. Ability to communicate effectively, both oral and written. Ability to plan, organize work, and meet deadlines. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work.
