Air Reserve Technicians are full-time civilian employees who are also members of the Air Force Reserve unit in which they are employed. In addition to their civilian assignments, they are assigned to equivalent positions in the Reserve organization with a Reserve military rank or grade. Appointee's civilian assignments will consist of the following duties.

Major Duties:

  • The primary purpose of this position is: to serve as an assistant to the Maintenance Group Commander and as such, reviews policy and assist the Senior ART/Maintenance Group (MXG) Commander in planning, organizing, coordinating, directing, and controlling all activities and operations of the Maintenance Group. Incumbent receives experience, training, and instruction in providing overall staff direction to all Maintenance Group programs. Duties: 1: In conjunction with the MXG Senior Art/Commander plans, direct, organizes, manages, and provides oversight for activities in the Maintenance Group. 2: Represents the Maintenance Group Commander at a variety of installation and functional area organizational meetings. 3: Ensures effective operation of the aircraft maintenance complex. 4: Accomplishes special staff studies, projects and initiatives resulting from legislative and regulatory changes, reengineering efforts, new technology, privatization, program/mission changes, etc.

Qualifications: THIS IS AN AIR RESERVE TECHNICIAN OFFICER POSITION. This is an Air Reserve Technician (ART) Officer position located at 301 MAINTENANCE GP with the military rank of LTCOL, AFSC: 020C0. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes the planning, directing, organizing, coordinating maintenance activities and funding of aircraft maintenance. NOTE: Must be reflected in your resume. Federal Time-In-Grade (TIG) Requirement for General Schedule (GS) Positions: Applicants must have served at least 52 weeks at the GS-12 grade level or higher grade (or equivalent in an alternate pay system) within the Federal Civil Service to be considered for referral. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Comprehensive and detailed knowledge of a variety of aircraft maintenance function to include inspection, repair, overhaul and logistics. 2. Knowledge of mission requirements in all areas of aircraft maintenance. 3. Expert knowledge of a wide range of analytical/investigative techniques and qualitative/quantitative methods to conduct comprehensive studies and make recommendations on substantive operating programs and policies. 4. Knowledge of operating programs throughout group to analyze, plan and adjust work operations of several organizational segments to meet program requirements and objectives within available resources. 5. Knowledge and understanding of a comprehensive range of staff concepts, objectives, policies, management/organizational techniques, and military command. 6. Ability to recognize interrelationships of the various aspects of operating programs and skill in interpreting and analyzing such information to evaluate overall program status and effectiveness. 7. Ability to gain cooperation from others through tact, courtesy and diplomacy. 8. Ability to communicate effectively both orally and in writing; negotiates complex issues; and maintains good working relationships. 9. Knowledge of safety and security regulations, practices, and procedures. 10. This is a Testing Designated Position (TDP). The employee is subject to random drug testing. OTHER SIGNIFICANT FACTS: 1. This is an ART officer position. The incumbent is required to meet and maintain Air Force Reserve requirements. Work schedule will be aligned to allow incumbent to fully participate in unit training assemblies. The incumbent's regular assignments are primarily ART duties; however, the incumbent may also be assigned some non-ART duties, generally not to exceed 30 percent of total responsibilities. 2. The incumbent may be required to fly in commercial or military aircraft for performance of TDY. 3. This position is designated as a mobility position. Incumbent must be willing to move/transfer to another unit/ location on a lateral or promotion as directed by HQ AFRC. 4. This is a key management position in which the incumbent is required to formulate, determine or influence training policies of the unit to which assigned. 5. Incumbent must possess demonstrated leadership and managerial abilities essential to successful accomplishment of the responsibilities inherent in a senior command position. 6. The incumbent may be required to fly in military or commercial aircraft to perform temporary duty (TDY) assignments. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
