The primary purpose of this position is to provide the United States Air Force a unique capability to plan, organize, coordinate and employ special air operations in support of sensitive, compartmented/special access National Command Authority (NCA) tasking. Organizational location of this position is HQ AFSOC (DATA MASKED)

Major Duties:

  • DUTY 1 - Manages and directs air operations activities in support of exercises and operations. DUTY 2 - Manages activities for preparation and support of air operations. DUTY 3 - Manages and performs tactical and administrative air traffic control service and operations for contingency, exercises, and training of assigned aircraft. DUTY 4 - Advises the Director of Exercises (A7) and supervises subordinate directorate personnel.

Qualifications: ***Salary Ranges includes local market supplement*** This is a GG-13 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-13 duties for the "Professional" work category are at the "Full Performance" work level and are equivalent to those at the GS-13 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job. BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: Transportation Operations Series, 2150 Education Undergraduate and Graduate Education: Major study - accounting, business administration, business or commercial law, commerce, economics, engineering, finance, industrial management, statistics, traffic management, transportation, motor mechanics, nautical science, marine affairs, marine engineering, marine transportation, or other fields related to the position. For Marine Transportation Specialist positions, education obtained in a Federal, State, or other accredited Merchant Marine Academy is qualifying. or Experience Specialized Experience (for positions above GS-5): For positions other than Marine Transportation, experience in maintaining, retailing, purchasing, or procurement of automotive, rail, air, bus, or other transportation equipment or services, or in the operation of a commercial transportation facility or terminal. This experience must have demonstrated knowledge of fleet operations; familiarity with Federal, State, and municipal regulations governing the use of transportation vehicles; and the maintenance of inventories and cost computations. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: SPECIALIZED EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include knowledge of a wide range of concepts, principles, and practices in a professional or administrative occupation, such as would be gained through extended graduate study or experience and skill in applying this knowledge to difficult and complex work assignments; or a comprehensive, intensive, practical knowledge of a technical field and skill in applying this knowledge to the development of new methods, approaches, or procedures. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of all aspects of worldwide sensitive air support and employment mission requirements, including fixed wing, ground refueling, air refueling, navigation and offensive/defensive employment operations for air assets. 2. Knowledge of developing, implementing and employing unit wide policies, standards and procedures for the management of all aspects of aircraft movement and operational security to ensure resources and program is properly protected while conducting training and real world missions. 3. Knowledge of air operations doctrine, tactics, techniques, and procedures required to develop, coordinate and implement strategy, plans, place and exercises related to air operations for the command. This includes in depth knowledge of joint special operations doctrine related to domestic and overseas command relationships with the ability to interpret and provide guidance and direction. 4. Knowledge of DoD and USAF policies on special access programs controls and procedures, document control and accountability. 5. Ability to integrate aircraft movements to achieve a tasked objective. This includes knowledge of Air Force DoD, and FAA air traffic control regulations and criteria; ability to perform detailed assault zone assessments and land surveys as required; provide tactical and administrative air traffic control; and develop aircrew mission set-up packages, communications plans, abort options, refueling requirements and mission execution. 6. Ability to communicate effectively both orally and in writing. 7. Knowledge of military and civilian personnel supervisory and management practices/policies. OTHER CONDITIONS OF EMPLOYMENT - Key: The duties of this position meet the requirements as a category 4 designation, and shall not be vacated during a national emergency or mobilization without seriously impairing the capability of the parent Federal Agency or office to function effectively. The position must be removed from the Ready Reserve and CANNOT become a member of the Ready Reserve. (IAW: DoDI 1200.7, Screening the Ready Reserve) IAW DoDI 3020-42 this position has been locally or command designated as Mission Essential (ME); needed to ensure the continued operation of mission essential functions of the activity. Mission Essential personnel may be required to report for duty at normal times when the base is closed or delayed reporting and remain on duty during phased or early release. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
