Agency Growth Program and Scale Up Manager

Manage the entire 'hire, hit, and pay' lifecycle for agency-financed programs. This includes overseeing the systems and processes that guide candidates from their signed offer through first-sale activation ('hit') to the timely disbursement of allowances upon meeting performance metrics

Position Responsibilities:

Hire system management

  • Configure and maintain the Hire module: ATS-HRIS interface, user roles, permissions and integrations.
  • Validate all new-hire data (personal details, banking info, tax forms) for accuracy before activation.

Hit (Activation) Monitoring

  • Track rookie “First Sale” and “Active Producer” milestones in the system.
  • Generate performance-driven alerts when activation TAT or production thresholds are at risk.

Pay and allowances management

  • Oversee the Pay module: salary configurations, allowance entitlements and periodic disbursements.

Salary analysis and offer completion

  • Conduct market benchmarking to set competitive salary ranges and allowance packages.
  • Draft and issue offer letters—ensuring alignment to approved compensation and start-date details.

Reporting and compliance

  • Produce real-time dashboards on hire, hit and pay metrics: time-to-offer, activation rate, payroll accuracy and allowance timeliness.
  • Ensure all processes comply with labor regulations, tax requirements and company policies.

Continuous improvement and automation

  • Identify bottlenecks across the Hire→Hit→Pay flow; propose system enhancements or workflow automations.

Required Qualifications:

  • Bachelor’s degree in business, Finance, HR or related field.
  • 3–5 years in HR operations, onboarding/activation programs or payroll/payables roles.
  • Hands-on with hire-to-pay or similar systems; experience tracking performance metrics a plus.
  • Technical Skills: Strong Excel; familiarity with Power BI or dashboard tools; quick learner of new platforms.
  • Regulatory Knowledge: Solid understanding of PH labor law, tax withholding and statutory allowances.
