Join us and help advance equitable access to vaccines, essential medicines, and strategic public health supplies across the Caribbean.
The Pan American Health Organization (PAHO), Regional Office for the Americas of the World Health Organization (WHO), is seeking a dynamic, results-oriented, and technically strong Advisor, Regional Revolving Funds to support Member States in strengthening access to vaccines, medicines, and other strategic public health supplies through the Regional Revolving Funds (RRF).
The incumbent will work within the Regional Revolving Funds (RRF) Special Program, which comprises the Revolving Fund for Access to Vaccines and the Strategic Fund for Public Health Supplies—two central technical cooperation mechanisms supporting PAHO’s Strategy on Universal Health.
Under the general guidance of the Executive Manager, Special Program, Regional Revolving Funds (RRF), and the direct supervision of the Chief of the Revolving Fund for Access to Vaccines (RRF/RF), the selected candidate will:
• Support the design and implementation of country-specific technical cooperation plans to improve equitable access to vaccines, essential medicines, and strategic health supplies.
• Advise national authorities on Regional Revolving Fund policies, procedures, and utilization, ensuring alignment with PAHO strategies and country priorities.
• Provide technical support on demand planning, forecasting, and selection of vaccines, medicines, diagnostics, and other health technologies.
• Oversee and facilitate procurement processes through the Regional Revolving Funds, ensuring coordination on technical specifications, documentation, delivery, and payment processes.
• Support Member States in strengthening supply chain management, including cold chain systems, stock monitoring, and risk mitigation.
• Promote the use of PAHO digital platforms and tools related to the Regional Revolving Funds and strengthen data-driven decision-making.
• Monitor, analyze, and report on key performance indicators related to access, efficiency, and effectiveness of RRF technical cooperation.

Education
Essential: A bachelor's and a master’s degree in pharmacy, health sciences, public health, business administration, Supply Chain Management, public administration, economics, industrial engineering, epidemiology, or any other field related to the functions of the post from a recognized university.
Desirable: A PhD in a related field would be an asset.
Experience
Essential: Nine years of combined national and international experience in relevant areas such as health products forecasting analysis, health economics or policy analysis, health supply chains or health systems management.
Desirable: Experience in managing end-to-end health supply chains and work experience in the Americas and/or with international organizations would be an asset.
Languages
Fluency in English or Spanish with a working knowledge of the other. Working knowledge of French would be an asset.
IT Skills
Demonstrated ability to effectively use current technology and software, as well as Enterprise Resource Planning (ERP). Other IT skills and knowledge of software programs such as Microsoft Excel, Outlook, OneDrive, PowerPoint, Teams, SharePoint, and Word are considered essential.

• Ability to manage multiple priorities and adjust rapidly to changing contexts.
• Strong oral and written communication skills, including preparation of technical and persuasive documents.
• Ability to build and maintain effective partnerships with national authorities and internal and external stakeholders.
This is an initial 11-month assignment, with the possibility of extensions, subject to satisfactory performance and funding availability.
