Advisor, Primary Health Care Policy, Planning and Evaluation

The Pan American Health Organization (PAHO), Regional Office for the Americas of the World Health Organization (WHO), is seeking a highly motivated and technically strong professional to serve as Advisor, Primary Health Care Policy, Planning and Evaluation, supporting Member States in strengthening health systems based on Primary Health Care (PHC) and advancing universal health coverage.
The position is located within the Department of Health Systems and Services (HSS) and contributes to the Organization’s technical cooperation through policy analysis, planning, monitoring, and evaluation of PHC‑based health systems.
Under the general supervision of the Director, Health Systems and Services (HSS), and the direct supervision of the Unit Chief, Primary Health Care and Integrated Services Delivery (HSS/PH), the selected candidate will:
• Provide technical guidance for policy analysis and research to inform the development of PHC policies and strategies aligned with national and international priorities.
• Design and support monitoring and evaluation frameworks to assess the impact and effectiveness of PHC policies and programs.
• Support the application of the Essential Public Health Functions (EPHF) approach to strengthen governance within PHC‑based health systems.
• Generate and analyze evidence related to health financing, economics, and health systems performance to advance universal health.
• Support capacity‑building initiatives in PHC policy, planning, implementation, and evaluation.
• Develop technical documents, training materials, and reports, and disseminate best practices and lessons learned.
• Collaborate with internal and external stakeholders, including Member States, partners, and academic institutions, to advance PHC‑related initiatives.

What is required for this position?
Education
A bachelor’s degree in a health or social science, information management, or field related to post and a master’s degree in health management, policy, evaluation or public health from a recognized institution.
Experience
Nine years of combined national and international experience working in health systems and services, Primary Health Care, public health governance, monitoring and evaluation, policy analysis, and/or program evaluation.
Languages
Very good knowledge of English or Spanish with working knowledge of the other language.
IT Skills
Demonstrated ability to effectively use current technology and software, as well as Enterprise Resource Planning (ERP). Other IT skills and knowledge of software programs such as Microsoft Excel, Outlook, OneDrive, PowerPoint, Teams, SharePoint, and Word are considered essential. Proficiency in the Microsoft Suite is required. Additionally, experience in data analysis using quantitative and qualitative software such as Stata and NVivo is highly valued.

Duration of Contract
Post of limited duration. First year probationary period.
