Job Summary: About the Position: This position is located at Naval Health Clinic New England, Newport, Rhode Island. A recruitment or relocation incentive may be authorized. Salary negotiation may be available for those candidates who are new to Federal service. Non-Federal work experience may be creditable for leave purposes. This is a Direct Hire Solicitation

Major Duties:

  • Provides nursing assessment, diagnosis and treatment and nursing care of occupational injuries and illnesses.
  • Manages occupational injuries such as lacerations, contusions, fractures, burns, sprains, back injuries, and tenosynovitis because of repetitive motion.
  • Serves as the principal program manager and technical authority for a multi-site occupational health program supporting geographically separated military and civilian worksites.
  • Directs depot-level industrial, waterfront, and installation support operations involving varied hazards and medical surveillance requirements.
  • Establishes program goals through interdisciplinary collaboration with industrial hygienists, safety managers, physicians, and regional leadership.
  • Performs and oversees worksite visits to evaluate health hazards, work practices, and the efficacy of protective equipment.
  • Develops and implements the occupational health quality improvement program, including the identification and resolution of systemic issues.
  • Analyzes surveillance data, injury trends, and exposure sampling results to identify program gaps and implement corrective actions through updated policies, workflows, or staffing priorities.

Basic Requirement Advanced Practice Nurse (Practitioner/Occupational Health) Education: Successfully completed a graduate or higher level Advanced Practice Nurse degree from an accredited educational program. In the specialty of Practitioner and Occupational Health. (Note: You must attach a copy of your transcripts or your certificate from the Commission on Graduates of Foreign Nursing Schools.) Foreign Degree: Graduates of foreign nursing schools must have completed the Commission on Graduates of Foreign Nursing Schools Certification Program. The certification program consists of a credentials evaluation, the CGFNS Qualifying Exam, and evidence of passing one of the approved English Language Proficiency examinations. A copy of the CGFNS Certificate is required. AND License: The Advanced Practice Nurse (Practitioner/Occupational Health) occupation requires passing the National Council Licensure Examination and possession of a current, active, full, and unrestricted license or registration as a professional nurse from a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States. AND License: The Advanced Practice Nurse (Practitioner/Occupational Health) occupation requires a licensure or registration by a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States as an Advanced Practice Nurse (Practitioner/Occupational Health). Exemption: You are exempt from the basic requirements above if you are a current federal employee occupying a position in the 0610 occupational series and have been continuously employed in this occupational series since September 27, 2017 or before. Note: You will be required to provide appropriate documentation to the respective Human Resources Office to validate your status. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Professional Nursing Experience: One or more full years of professional nursing experience which includes: providing patient assessment, diagnosis and treatment; performing worksite visits to evaluate health hazards, work practices and utilization of appropriate safety and protective equipment; and reviewing medical records for completeness and correctness. This definition of professional nursing experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). OR Defense Health Agency Nurse Experience Exemption: You are exempt from the one year specialized experience requirement if you were previously employed as a Nurse or Practical Nurse in the Department of War for at least one year, or are currently employed as a Nurse or Practical Nurse in the Department of War, AND after commencing work as a nurse or practical nurse in the Department of War obtained a bachelor's degree or graduate degree from an accredited professional nursing educational program. (Note: You must attach a copy of your transcripts.) Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
