Adult Education and Literacy (AEL) Auditor - Grant Funded

We are searching for candidates that meet the required qualifications and experience and are able to perform the essential duties and responsibilities.

Job Summary:

Serve as the primary liaison to the Texas Workforce Commission (TWC) for both regulatory compliance and student management systems. Provide strategic leadership in auditing work performance, evaluating adherence to grant requirements, and managing data integrity. Collaborate with all college departments to ensure the AEL program meets state, regional, and federal regulatory standards while overseeing the performance metrics that drive program success. This position reports to the Associate Vice President – Continuing Professional Development.

**This is a 100% grant-funded position. Therefore, the continuation of the position is subject to continued external funding.**

Required Qualifications:

Essential Duties & Responsibilities

  • Act as the single point of contact for the TWC regarding compliance inquiries, performance accountability, assessment policies, and data management systems.
  • Design and oversee a comprehensive audit plan to evaluate staff adherence to AEL grant requirements, GIPWE regulations, and college policies.
  • Lead grant performance accountability efforts, including the management of data collection and reporting for standard and discretionary innovation projects.
  • Ensure strict adherence to the Texas AEL Testing Guide, applicable AEL/Workforce Development (WD) letters, and OMB Guidance for Grants and Agreements.
  • Provide guidance to staff on accountability and data management; submit technical questions to the TWC to ensure local practices align with state expectations.
  • Develop and deliver regular reports to the AEL Director regarding audit findings, risk areas, performance benchmarks, and corrective actions taken.
  • Identify gaps in program practices and implement corrective action plans to improve audit outcomes and performance metrics.
  • Provide guidance to staff on accountability and data management; submit technical questions to the TWC to ensure local practices align with state expectations.
  • Develop and deliver regular reports to the AEL Director regarding audit findings, risk areas, performance benchmarks, and corrective actions taken.

Knowledge, Skills & Abilities

  • Ability to research and guide AEL grant requirements, GIPWE regulations, OMB Guidance, and the Texas AEL Testing Guide
  • Advanced ability to evaluate and consolidate complex data, utilize spreadsheet programs, and manage student information systems
  • Ability to translate technical and regulatory information into clear, actionable guidance for diverse stakeholders
  • Proven ability to meet strict deadlines and manage multiple projects simultaneously without loss of accuracy
  • Ability to work independently with minimal supervision while maintaining high standards of team collaboration

Physical Demands & Working Conditions

Sedentary Work - Exerting up to 10 pounds of force occasionally, a negligible amount of force frequently, and/or constantly having to lift, carry, push, pull or otherwise move objects, including the human body. Sedentary work involves sitting most of the time. Jobs are sedentary if walking and standing are required only occasionally and all other sedentary criteria are met. Positions in this class typically require talking, hearing, seeing, grasping, standing, walking and repetitive motions. Relatively free from unpleasant environmental conditions or hazards. Office environment.

Requirements

Bachelor’s degree and three (3) years of experience in government and industry compliance, data reporting, and performance accountability.

Preferred
Master’s degree from an accredited institution.

Experience with grant-funded projects and TWC-specific systems.
