Job Summary: This position is in the Surgical Services for the VA Central Ohio Healthcare System, which is comprised of both VA Ambulatory Care Center (VAACC) and five community-based outpatient clinics (CBOCs). Works collaboratively with the Chief of Surgery, Assistant Chiefs of Surgery, Service Section Chiefs, Health Systems Specialist, Group Practice Management, Informatics, and Medical Support Assistant Supervisor in providing administrative oversight.

Major Duties:

  • Major Duties and Responsibilities: The incumbent will efficiently and effectively communicate expectations and projections and will frequently and eloquently contribute ideas and strategies to Service Chief, Senior Leadership, and the Executive Leadership Team (ELT). The incumbent assist in ensuring adequate access by monitoring and building provider templates, assessing provider book ability, tracking productivity, and monitoring clinic utilization. The incumbent independently implements changes and action plans as needed to optimize service delivery. The incumbent also oversees coverage for provider leave, thereby ensuring seamless clinic operations and optimal resource allocation. The incumbent autonomously fulfills their assigned job duties while also exercising their expertise to originate and develop independent projects. Incumbent independently detects barriers, identifies and analyzes process improvement opportunities, and distinguishes key stakeholders to develop strategic planning initiatives necessary to accomplish facility and service line goals. The incumbent will serve as the primary point of contact for all external communication related to Surgery Services, drafting, reviewing, and managing all external correspondence. Advises regarding procedures, laws, regulations and policies dealing with workforce recruitment, employee career development, training and other HR related activities. Develops space requests and coordinates movement of assets. Conducts survey of and maintains oversight of equipment for the service. Qualifications: To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 03/18/2026. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the Gs-9. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-9 in the normal line of progression for the occupation in the organization. Specialized experience would typically include, but are not limited to: collaborate and coordinate with service and facility leaders; undertake comprehensive analytical evaluations of data analysis; strategic planning and will be responsible for communications with relevant stakeholders; creates tables and graphs based on analyzed statistical data OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher-level graduate education leading to such a degree, or LL.M., if related. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond a Master's Degree (leading to a PhD) and Specialized Experience. Such experience and education must demonstrate the knowledge, skills, and abilities necessary to do the work. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: The work is mostly sedentary. It occasionally requires carrying of light objects such as files, books and papers; some walking, standing and bending. This position will require the candidate to read computer and other documents for extended periods of time, up to 4-5 hours consecutively and will require the ability to communicate verbally via the phone, in person to other employees and perform presentations to committees and groups of people. Corrected vision via glasses or contacts is appropriate and use of a hearing aid or other device to correct hearing to within normal adult frequencies is allowed and appropriate. Use of fingers to type on computer keyboard, sign documents etc., is required.
