Job Summary: The Administrative Officer (AO) serves as the primary assistant to the Chief Nurse for Ambulatory Care Nursing Service (ACNS) and is responsible for providing oversight and administrative management for all areas within the service as well as for the delivery of quality healthcare services.

Major Duties:

  • The incumbent works under the general supervision of the Chief Nurse of ACNS and serves as a primary resource for all administrative functions. The incumbent identifies areas of concern independently, because of thorough analyses, and presents these to leadership with recommendations for resolution. The AO for ACNS will utilize a variety of management skills to perform all such duties as are necessary to support the administrative and management responsibilities of the service. A significant portion of his/her duties will include administrative responsibilities of the Chief Nurse and all service Nurse Managers, in administering the activities in all areas supervised by the Chief Nurse of ACNS. In effect, the incumbent acts as an extension of the Chief, taking initiative in program planning and development, managing all office resources, and establishing and maintaining communication with all services within the Medical Center. The goals of the position are to provide all developmental and operational aspects of the office, thus furthering the availability of the Chiefs to accomplish his/her unique administrative duties. The incumbent will perform analysis of all areas of management including planning, organizing, implementing, coordination, controlling, evaluating, education and improving nursing, administrative and support operations of ACNS, geared to the successful accomplishment of the VA mission, receiving additional guidance and direction as needed. Qualifications: To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 05/01/2026. Examples of specialized experience would typically include, but are not limited to: In-depth knowledge of health care service administration, continuous quality improvement, data analysis, healthcare principles, theories, and practices, budgeting, planning, administration, and labor/union relationships, or other key administrative support functions; skill in applying advanced qualitative and quantitative techniques to perform thorough management analysis of programs; knowledge of the unique characteristics of the specific healthcare delivery systems; ability to apply extensive knowledge and skills in hospital administrative principles, theories, and practices; investigate complex issues, analyze problems, and present both written and oral recommendations; knowledge of a full range of functional areas such as human resources, purchasing, supply and property management, records management, financial management and budget, clinic management, and related administrative areas; skill in researching and preparing project design, papers, and reports; organizing and delivering briefings to managers, committees, governance councils; comprehensive knowledge of Performance Measures and their related data measurement tools; knowledge of patient scheduling programs (VistA, VistA Scheduling GUI). You will receive credit for all qualifying experience, including volunteer experience. Preferred experience - Master's degree and 1 year experience as an AO for outpatient Nursing service. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
