Job Summary: The Administrative Officer (AO) position is in Sterile Processing Services (SPS) at the Salt Lake City VAMC. The Administrative Officer (AO) is responsible for administrative management work primarily concerned with providing, securing, and negotiating for the resources or services needed to manage and support SPS within the health system.

Major Duties:

  • Duties include but are not limited to the following: Timekeeping: identify, analyze and resolve time keeping problems which arise frequently due to the volume of employees, and the complexity of a wide variety of time schedules and special pay issues. Performs a variety of duties to carry out, administer or advise on work concerned with assuring the quality of SPS activities, business processes and delivery of services needed to carry out federal government programs and functions. Monitors quality program implementation and indicators designed to deliver highly reliable patient care and to verify adherence to quality plans and requirements. Serves as Control Point Official for all SPS Control points and uses independent judgment to order most required supplies. Reviews office needs, plans, and goals to develop budget data and justification for review and approval. Prepares budget package for submission to the budget office and responds to all questions from that office. Monitors balances, and status of projects, and recommends reprogramming of funds as needed. Justifies requests for reprogramming as necessary. Responsible for managing equipment inventory. Coordinates and communicates equipment needs and promptly reports excess equipment to Logistics Service and initiates requirements for maintenance of equipment and facilities using the automated work order system. Maintenance of data related to the budget and expenditure estimates in order to provide the best possible patient care within the allotted budget. Manages procurement and contracting for SPS to include preparing procurement requests, evaluating proposals for work, acting as a COR for procurements, and/or maintaining procurement and contracting records. Conducts periodic surveys of equipment and property utilization and recommends action as necessary to assure that economical and efficient use is made of equipment and other property, and other specialized equipment necessary to the effective functioning of SPS. Other duties as assigned. Qualifications: To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 05/06/2026. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-9. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-9 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Administrative management work providing, securing, and negotiating for the resources or services needed to manage and support staff; Planning, conducting and making analysis of operations within the service for revaluating the administrative methods, procedures, workflow, and personnel utilizations; Completing projects through knowledge of and skills in dealing with organization, methods, funds, people, equipment, and other tools or resources of management; Coordinate and implement all the administrative activities of the service. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have 3 full years of progressively higher level graduate education leading to such a degree from an accredited college or university or LL.M., if related. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and successfully completed post-high school education may be used to meet total qualification requirements for the grade level GS-11. Preferred experience: 3-5 years in healthcare operations. Experience with staffing, scheduling, budgeting, contracting, and quality improvement. Familiarity with inventory systems and equipment management. Strong communication and vendor coordination skills.
