Job Summary: The Administrative Officer, GS-0341-12, is responsible for the administrative programs of Mental Health Service. This involves coordinating, advising, and. planning all areas within Mental Health Service, whose employees are located throughout the VA Northern California Health Care System (VANCHCS).

Major Duties:

  • The primary responsibility of the Administrative Officer, GS-0341-12, is that of mental health program chief administrative officer and coordinator for all mental health sections/divisions and all sites where mental health services are provided. The incumbent of the position must coordinate all mental health administrative aspects of these sites within the Mental Health Product Line to include working closely with the mental health management at all sites and with other clinical and administrative services within the rest of the Northern California Health Care System. Duties for the position include but are not limited to: Technical oversight and preparation of all requests for changes in positions and assignments with, when necessary, justification to the Position Review Board (PRB) and the Executive Management Board (EMB). Responsible for the day-to-day coordination of the administrative functions of the service including interfacing with Fiscal Service, Human Resources Management Service, Logistics Service, Police, Security, Information and Resources Management Service, Engineering and Facilities Management Service, etc. Advises on changes to organizational structures, organizational charts, and mission and function statements to implement reorganization or changes in program administration in order to reduce or eliminate functional overlap among the agency's substantive programs. Participates in the resolution of union and EEO complaints within the service. Reviews all appointments, promotions, incentive awards, position descriptions, disciplinary and adverse actions etc., and contributes to the optimum organization and distribution of functions, organizational structure and. staffing of activities. Establishes and maintains Service level controls for use of sick leave, overtime, annual leave and authorized absence. Supervises and/or provides technical oversight of clerical staff and ancillary administrative support staff assigned to the Associate Chief of Staff and Mental Health Clinic Managers. Surveys and analyzes space utilization and recommend plans for future needs based. on identified deficiencies, anticipated program changes, workload and staffing projections, budgetary considerations. Prepares and/or reviews requests for construction justifications, remolding and alterations to existing preliminary approvals and interfaces with Engineering and Facilities Management Service, Logistics Service and other officials to schedule work or resolve problems. Incumbent analyzes complex administrative management problems with rapid fluctuation in various program priorities and requirements and works to resolve conflicts between program requirements and available resources. Ensures that Quality Assurance information mandated by JCAHO is properly maintained. Develops, implements, reviews, and provides ongoing administrative oversight of the Disaster Plan for the Service. Acts as the liaison between Medical Service and UC Davis School of Medicine relevant to academic appointments for VA physicians, contracts for professional personnel, consultant appointments, resolution of fees for fee basis personnel and other administrative issues. Acts as the liaison between Medical Service, Research Service and UC Davis relevant to without compensation (WOC) appointments, Intergovernmental Personnel Agreements (IPAs), budgetary issues, etc. Provides administrative support for research projects including budget deliberations, assuring subject and program compliance with research protocol, correct documentation, protocol preparation, coordination of equipment sharing, and space assignment. Qualifications: To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 05/13/2026. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Creating reports, coordinating and scheduling meetings, and submitting requests/work orders using a personal computer and office automation programs (such as word processing, spreadsheets, etc.); maintaining and updating department or service-level databases and shared computer drives; accurately preparing timecards for submission and processing; managing and balancing financial aspects of service including general fund control points and purchase procedures; creating budgets; preparing and submitting requests for recruitment, promotion, reassignment, and disciplinary actions; experience making oral presentations and written reports for management; resolving complex work issues or process with little or no supervision. Physical Requirements: The work is primarily sedentary, although some slight physical effort may be required. Work is typically performed in an adequately lighted and climate-controlled office.
