Job Summary: The primary purpose of the position is to provide administrative functions that include administration, human resources management, budget and finance, management and program analysis, office support services, document control, logistics, and a variety of related administrative matters in support of the Associate Nurse Executive Office/Outpatient Nursing Service at the VA Southern Nevada Healthcare System (VASNHS).

Major Duties:

  • Plan and schedule ongoing production-oriented work on a quarterly and annual basis or direct assignments of similar duration; adjust staffing levels or work procedures; justify the purchase of new equipment; improve work methods and procedures; oversee the development of technical data, estimates, statistics, suggestions; decide methodologies used in achieving work goals and objectives. Provide technical requirements and descriptions of the work to be accomplished. Plan and establish the work schedules, deadlines, and standards for acceptable work, coordinate and integrate contractor work schedules and processes with work of subordinates or others. Track progress and quality of performance; arrange for subordinates to conduct any required inspections. Plan work to be accomplished by subordinates, set and adjust short-term priorities, and prepare schedules for completion of work. Assign work to subordinates based on priorities, selective consideration of difficulty and requirements of assignments, and the capabilities of employees. Evaluate work performance of subordinates. Give advice, counsel, or instruction to employees on both work and administrative matters. Interview candidates for positions in the unit; recommends appointment, promotion, or reassignment to such positions. Hear and resolve complaints from employees, referring group grievances and more serious unresolved complaints to a higher-level supervisor or manager. Effect minor disciplinary measures, such as warnings and reprimands, recommending other action in more serious cases. Identify developmental and training needs of employees, providing or arranging for needed development and training. Find ways to improve production or increase the quality of the work directed. Develop performance standards. Make or approve selections for subordinate non-supervisory positions. Hear and resolve group grievances or serious employee complaints. Approve expenses comparable to within-grade increases, extensive overtime, and employee travel. Recommend awards or bonuses for non-supervisory personnel and changes in position classification, subject to approval by higher level officials, supervisors, or others. Find and implement ways to eliminate or reduce significant bottlenecks and barriers to production, promote team building, or improve business practices. Manage the development of policy changes in response to changes in levels of appropriations or other legislated changes. Qualifications: To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 05/11/2026. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Examples of specialized experience would typically include, but are not limited to: generating reports, and creating documents; experience providing administrative support to medical staff in clinic management processes; reviewing and processing official documents and forms to ensure compliance with an organization's policies, directives, guidelines, or training materials..
