Job Summary: The Primary Purpose of this Position is: knowledge and skill in applying analytical and evaluative methods and techniques to issues or functions related to office administration; knowledge of pertinent laws, regulations, policies and precedents which affect administrative operations; knowledge of the major issues, program goals and objectives, and work processes. The Organizational Location of the Position is: Office of the Chief Pharmacy Service, VA North Texas Health Care System Dallas, TX

Major Duties:

  • Duties include but not limited to: Analyzes management techniques, processes, and proposals for organizational effectiveness and feasibility. Defines administrative and functional responsibilities and reporting consistent with operational policy or formulates new or revised policies. Advises senior pharmacy management and healthcare system leadership on appropriate staffing levels based on quantitative workload data and program operation analysis. Periodically reviews information on the overall status of financial resources and makes recommendations. Researches, interprets, analyzes and applies governing regulations, standards and Joint Commission requirements. Establishes policies and procedures for accomplishment of Pharmacy Service goals. Analyzes mission, management objectives and organizational goals, to determine current and projected personnel needs and potential placement issues. Performs supervisory personnel management responsibilities for the Pharmacy Administration positions. Serves as a principal advisor and resource person to the Chief of Pharmacy. Serves as a member of major healthcare system boards, committees, and subcommittees, and may serve as chair if designated. Gathers data from a variety of sources such as automated and manual databases; Communicates and advises stakeholders (both internal and external to the organization) regarding pharmacy and healthcare system matters. Analyzes the service's financial requirements. Develops initial acquisition documents; writes and defends the requests for funds and conducts all aspects of the contracting process from beginning to end; including market research, statements of work (SOW). Maintains procurement and contracting records. Manages non-drug procurement and contracting for Service. Ensures contract approvals and funding obligations are obtained. Works with Contractors, prepares statements of work, and maintains all contracting records for the Service. Secures proper justification when submitting supply requisitions. Responsible for a system of documentation and control over signature authority for procurement and receipt of supplies and services. Work Schedule: Monday-Friday 0700-1530, 0730-1600, 0800-1630. Tour may be adjusted or extended to meet patient care needs. Virtual: This is not a virtual position. Qualifications: To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 05/11/2026. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA). You may qualify based on your experience and/or education as described below: Qualifications: To qualify for this position at the GS-9 level, you must meet one of the following: SPECIALIZED EXPERIENCE: One (1) full year of specialized experience equivalent to the GS-07 level in the Federal service that equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of an Administrative Officer, and that is typically in or related to the work of this position. Specialized experience includes: Monitoring the functions of administrative services within an office; managing budget activities; assisting with contracting functions and managing procurement; assisting with human resources functions such as recruitment, position classification, position management, etc.; retaining procurement records and reconciliations; making space utilization recommendations. NOTE: Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. OR, EDUCATION: Have successfully completed a master's or equivalent graduate degree, or 2 full years of progressively higher level graduate education leading to such a degree, or an LL.B. or J.D. in a related field that demonstrates the knowledge, skills, and abilities necessary to do the work of this position. NOTE: Transcripts must be submitted with application. Education cannot be credited without documentation. OR, COMBINATION: Possess equivalent combinations of successfully completed graduate level education (in excess of the first year or 18 semester hours) and specialized experience to meet total experience requirements. NOTE: If using education combined with specialized experience to qualify, a copy of your transcript is required. To qualify for this position at the GS-11 level, you must meet one of the following: SPECIALIZED EXPERIENCE: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Support administrative management in a highly affiliated, complex health care delivery system through developing skills in applying specialized principles and practices of health care management. Assist in providing counsel to the Chief of Pharmacy and Senior Pharmacy Leadership on proposed solutions to enhance quality patient care and resource utilization. Provide staff assistance on administrative matters, affecting patient care and organizational policy, under the close supervision of senior staff. Assist in the execution of administrative functions, including human resources management, budget and finance, management and program analysis, office support services, and document control. OR, EDUCATION: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed a Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher level graduate education leading to such a degree, or an LL.M. if related that demonstrates the knowledge, skills, and abilities necessary to do the work of this position. OR, COMBINATION: Applicants may also combine education and experience to qualify at this level. You must possess equivalent combination of successfully completed education and specialized experience directly related to the work of the position as outlined above that meets the requirements of the position. Typically, the employee sits comfortably to do the work. However, there may be some walking; standing; bending; carrying of the light items such as papers, files, book, medical records, etc. No special demands are required to perform the work.
