Job Summary: The Business Management Service is seeking a full-time Administrative Officer at the VA Medical Center in Birmingham, Alabama.

Major Duties:

  • The primary purpose of this position is to support management in meeting the goals and objectives of the administrative functions. The incumbent performs a wide range of budgetary program management functions. In addition, performs administration, contract officer representative (COR) human resources management, procurement, management and program analysis, office support, property management, purchase card and personnel management functions in administering the facility operational programs.The duties may include but are not limited to the following: Assist in the overall administrative management for the organization. Interpreting administrative policies, developing and/or implementing local policies, defining administrative requirements, and/or providing advice to top management on related issues. Perform administrative management requirements for a small-sized organization with varied functions. Applies new policies, provides advice on requirements, maintains administrative systems, and prepares administrative paperwork. Generate required reports for the Service Chiefs. In the absence of the Service Chiefs, will serve as acting director, approve leave requests, and sign correspondence. Routinely collaborates with VSO, CO, VISN and local officials. Assists in determining overall operational plans and procedures; works with Service Chiefs on strategic planning operations; develops technical data, estimates, statistics, and suggestions which may be useful to higher management, collects, analyzes, and transmits work performance and man-hour data for use by management, reviews and approves specific plans and procedures prepared by subordinate staff and/or supervisors. Assists section chiefs in projecting staffing needs, writing position descriptions, developing job analyses, FTE packets to Human Resources, preparing performance plans and appraisals, and processing training requests. Reviews, analyzes, and interprets incoming requests, recommends appropriate action, or suggests appropriate alternative based on knowledge of internal operations, agency personnel policies, budgetary constraints, and work priorities. Assists in maintaining and surveilling the procurement and operation of contracts for the Health Information Management Section. Assisting in preparing procurement requests, evaluating proposals for work, acting as a COR II for procurements, and/or maintaining procurement and contracting records. Direct the personnel management program for the service, performing or overseeing the full range of human resources requirements. Liaisons with employee/labor relations matters and actively supports the EEO program. Provide for the budgeting and financial management for the organization. Qualifications: To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 03/06/2026. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-9. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-9 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: managing tasks related to human resources (recruitment, personnel actions, performance management, time and leave); financial operations (developing budget projections/requests/reports, managing contracts, and reviewing expenditures); program planning and improvement (data collection and analysis to efficiently track operations; making recommendations for improved processes to leadership; reviewing/revising existing policies and procedures or developing new policies when necessary, preparing reports and presentations); and serving as a liaison with other departments on administrative matters. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Ph.D or equivalent doctoral degree, or 3 full years of graduate-level education leading to such a degree, or an LL.M degree (if related). OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond a Bachelor's degree. You will be rated on the following Competencies for this position: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: The work is primary sedentary, although some physical effort will be required. Incumbent must be able to move independently through the hospital . Incumbent must possess visual and hearing acuity to communicate with both staff and patients. Incumbent must be able to manipulate keyboard and use a personal computer. Incumbent must be able to communicate orally. Must also be able to carry at least 15 lbs. and operate a motor vehicle.
