Job Summary: About the Position: The Walla Walla District US Army Corps of Engineers is comprised of motivated and talented employees providing the very best engineering services for communities in the Pacific Northwest. The District helps manage local water resources for navigation, flood damage reduction, disaster assistance, hydroelectric power generation, and other natural and heritage areas.

Major Duties:

  • Serves as Administrative Officer (AO) of Regulatory Division which consists of employees located internal and external (remote) to the District.
  • Provides budget analysis and execution support to the Regulatory Division, Division Chief and other supervisors/managers by preparing, compiling and monitoring budget and financial information for the assigned organization.
  • Reviews and analyzes historical data such as labor, travel, workload and FTE against forecasts.
  • Establishes cost accounts for service, contracts, equipment, supplies, manpower, labor, vehicles, rentals, mail services, facility charges etc.
  • Works with district-wide support such as Program and Management Analysts for overhead budget development and direct budget data load and automated project management systems.
  • Analyzes current and future manpower levels, evaluates personnel resources, FTE, awards and training for the operating budget.
  • Prepares and coordinates personnel actions and serves as liaison between the District Human Resources Directorate (HRD) and the Regulatory Division Chief, Deputy Chief or supervisors.
  • Advises and guides Regulatory staff on a variety of administrative issues (i.e., timekeeping, travel, HR, manpower, etc.).
  • Serves as the Division’s primary timekeeper.
  • Serves as the Division’s training coordinator.
  • Prepare travel orders and travel vouchers in conjunction with training, conference and other TDY travel.
  • Maintain a Government Purchase Card (GPC) for purchasing goods, supplies, materials, training, renting conference rooms or services, and keeps a register for tracking purchases.

Specialized Experience: One year of specialized experience which includes experience in four of the following five: (1) performing administrative oversight for an office; (2) creating and/or tracking personnel actions; (3) experience analyzing and problem-solving office and administrative duties (4) utilizing civilian human resources procedures (5) assisting with formulation of an annual operating budget. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Business Management. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).
