Job Summary: Serves as an Acquisition System Advisor supporting federal acquisition workforce training and development. Identifies workforce needs, implements initiatives, and enhances career development. Collaborates with agencies and stakeholders to strengthen acquisition policies and overall program performance. Location of position: GSA, Office of Government-wide Policy, Lakewood, CO, Washington, DC We are currently filling one vacancy, but additional vacancies may be filled as needed.

Major Duties:

  • Support the Director in identifying strategic priorities and developing system solutions to support training and learning development of the civilian acquisition workforce; participates in strategic planning efforts and the development of performance measures and implementation of action plans; analyzes government and industry practices and explores new business models and technologies; maintains partnership across agencies; collaborates with customer agencies to identify Government-wide acquisition workforce issues and opportunities for cost-effective improvements. Provide leadership, management, and direction in developing, analyzing, and implementing policies, project plans and procedures; proactively identifies, plans, and executes strategic projects supporting the Federal acquisition learning management system and related information technology initiatives; develops business case recommendations including resource solutions; ensures continuous operability and deployment of tools and technology within the Federal Acquisition Institute (FAI) portfolio. Apply a wide range of qualitative and/or quantitative analytical methods or processes to assess and improve program effectiveness; monitors technical aspects of broad programmatic issues; enforces effective data management policies; participates in the development, tracking, and execution of performance measures; reviews and documents operating instructions and recommends changes to policies or procedures as needed. Assist the Director in conducting ongoing evaluation of training and career development programs; provides advice and assistance to agencies in shaping Government-wide career development tools leveraging the learning management system; oversees system implementation of Government-wide training, education, and certification requirements; coordinates and facilitates interagency working groups to assess needs and implement strategies for workforce improvement. Develop options and recommendations for streamlining and consolidating acquisition processes associated with procuring acquisition training technologies and related contract support, ensuring statement of work and contracts comply with the Federal Acquisition Regulations; ensures Acquisition Workforce Training Fund initiatives operate consistently with guidelines; develops authoritative articles, papers, and reports explaining FAI's position; serves as nationally recognized authority and spokesperson; represents the organization on Government-wide committees or workgroups related to information systems and technology.

The GS-15 salary range starts at $164,956 per year. If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected. To qualify, you must have at least one year of specialized experience equivalent to the GS-14 level or higher in the Federal service. Specialized experience is experience: Developing, implementing, or managing a learning management system supporting workforce training or certification programs with Government-wide or enterprise-wide scope. Applying qualitative or quantitative analytical methods to evaluate program effectiveness and recommend improvements affecting enterprise system operations or related policies. Overseeing enterprise implementation of acquisition workforce certification, training, or career development initiatives, and Advising senior leadership and collaborating with internal and external stakeholders on program or policy initiatives involving significant or controversial issues.
