Major Duties:

  • Senior Staff Acquisitions Program Manager in the Acquisitions Management Directorate.
  • Agency Acquisition Program Manager responsible for implementing and managing a variety of programs which shape and support DLA’s overall Supplier Relationship Management Program.
  • Responsible for programs, policies, plans, systems, and procedures in support of one or more of the following: Enterprise Acquisition metrics, Strategic Material Sourcing, Performance Based Logistics, Life Cycle Logistics, and Strategic Alliances.
  • Advisor to DLA senior leaders, Office of the Secretary of War, Military Departments, and Industry on unusually difficult and highly controversial aspects of Acquisition problems and improvement.
  • Provides Program advice and guidance in the form of overarching policies to DLA’s internal and external customers.
  • Responsible for Programs of acquisition management in personnel, accounting areas in financial, systems, and management, organizational structuring, productivity enhancement and government reinvention principles.
  • Responsible for the resource and budget of Programs; budget, cost/workload analysis, activity-based costing, manpower and organization structure planning, policy, reporting, and management of various Programs.

Qualifications: To qualify for an Acquisition Program Specialist, your resume and supporting documentation must support: A. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. To qualify at the GS-14 level, applicants must possess one year of specialized experience equivalent to the GS-13 level or equivalent under other pay systems in the Federal service, military, or private sector. Applicants must meet eligibility requirements including time-in grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes: Mastery of advanced principles, theories, and practices of Acquisition Program Management to apply experimental theories and new developments to problems. Comprehensive experience making decisions and/or recommendations that significantly change, interpret, or develop acquisition program policies. Demonstrated knowledge of emerging best commercial and Government practices in acquisition, life cycle logistics, and supply chain management. Comprehensive knowledge of and extensive experience with acquisition and logistics operations management processes applied in the development of new concepts, strategics, tailored logistics support methodologies/arrangements, policies, procedures, practices, metrics, and systems. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
