Amentum is looking for a Mid-Level Acquisitions & Contracts Specialist to join our team in supporting the Department of the Navy’s mission-critical Submarine Acoustics Systems Acquisition Manager and Contracting Officer's Representatives (CORs). In this fast-paced NAVSEA environment, you won’t just manage paperwork—you’ll serve as a subject matter expert in federal acquisition processes, assisting with cradle-to-grave contract support for complex systems, R&D efforts, and production programs. The ideal candidate brings deep knowledge of DoW Acquisition policy, hands-on experience supporting major defense acquisition programs, and the ability to translate regulatory requirements into actionable contract strategies.
Responsibilities:
Providing mid-level acquisition and contract support to the Government Acquisition Manager and CORs; developing and executing acquisition strategies in alignment with the DoW Adaptive Acquisition Framework and applicable Navy guidance; drafting and reviewing acquisition documentation, including Acquisition Strategies and Acquisition Plans, Justification & Approval (J&A) documents, Statements of Work (SOW), Performance Work Statements (PWS), and Statements of Objectives (SOO), Independent Government Cost Estimates (IGCE), Determinations & Findings (D&F), and Contract Data Requirements Lists (CDRLs); supporting pre-award activities including market research, industry engagement, Request for Proposal (RFP) and Request for Information (RFI) development, source selection support, Technical Advisory Reports (TARs), and evaluation criteria development; provide post-award contract administration support in coordination with the Procuring Contracting Officer (PCO), including modifications, funding actions, and performance monitoring such as Contractor Performance Assessment Reports (CPAR) and Interim Performance Assessment Reports (IPAR); advising CORs on contract compliance, deliverable tracking, funding execution, and risk mitigation; ensuring compliance with the Federal Acquisition Regulation (FAR), Defense Federal Acquisition Regulation Supplement (DFARS), and Navy/DoW policies; supporting milestone documentation and reviews; assisting with data rights assertions, technical data packages, and intellectual property considerations; and coordinating with legal, financial management, engineering, and logistics stakeholders to ensure acquisition alignment across functional disciplines.
Minimum Qualifications:
Security Clearance: Must possess an ACTIVE Secret US Government clearance. Note: US citizenship is required to maintain a Secret clearance.
Education: Bachelor’s degree from an accredited institution.
Private Sector Experience: 5+ years of direct experience in cradle-to-grave federal acquisition or contracting directly supporting Navy/Marine Corps acquisition programs.
Experience working directly with Contracting Officers and CORs in post-award activities.
Experience drafting acquisition strategies / plans, justifications, and determinations.
Experience supporting RDT&E, production, installation, or sustainment contracts.
Regulatory Knowledge: Strong working knowledge of the Federal Acquisition Regulation (FAR), Defense Federal Acquisition Regulation Supplement (DFARS), and the Navy Marine Corps Acquisition Regulation Supplement (NMCARS).
Certifications: DAWIA certification in Contracting or Program Management (Level II or III preferred) or verifiable equivalent experience.
Systems & Tools:
Familiarity with the Acquisition Management System (AMS), Standard Procurement System (SPS), Wide Area Workflow (WAWF), Procurement Integrated Enterprise Environment (PIEE), and Navy ERP.
Proficiency with large language models (LLMs) like Gemini, Claude, or ChatGPT.
Strong working proficiency with the Microsoft Office 365 suite (Word, Excel, Planner)
Professional Skills:
Demonstrated ability to manage multiple high visibility taskings with minimal oversight and take initiative.
Strong analytical, writing, and briefing skills suitable for senior leadership audiences.
Preferred Qualifications
Education: -Bachelor’s or master’s degree from an accredited institution in a business-related field (e.g., Business Administration, Finance, Economics, Supply Chain Management, Management).
Direct experience serving as a Contracting Officer's Representative (COR) for a major system production or installation program.
Experience supporting ACAT I/II/III programs.
Experience supporting Navy undersea or unmanned systems programs.
Experience interfacing or coordinating with major DoW shipbuilding partners.
Experience with Small Business Innovation Research (SBIR) / Small Business Technology Transfer (STTR) programs and Other Transaction Authority (OTA) agreements.
Experience providing technical support to negotiations.
Experience supporting source selection procedures (FAR Part 15).
Experience supporting Other Procurement, Navy (OPN) funded programs.
Familiarity with the NAVSEA Contracts Handbook (NCH).
Familiarity with the Revolutionary FAR Overhaul (RFO) initiative.
In-depth familiarity with Earned Value Management (EVM), cost-reimbursement, and fixed-price contract types.
Familiarity with the Cybersecurity Maturity Model Certification (CMMC) framework and its requirements.
Compensation Details:
US: $106,000 - $137,000
