Job Summary: This ACCOUNTING TECHNICIAN is located in the United States Property and Fiscal Office (USPFO) Comptroller Division, Accounting Services Branch and is part of the CA USPFO Army.

Major Duties:

  • THIS IS A T5 EXCEPTED SERVICE, PERMANENT POSITION The primary purpose of the ACCOUNTING TECHNICIAN, GS-0525-7/8, is to provide analysis, validation, processing, and correction of financial transactions and issues/ discrepancies involving the full range of accounting services. Incumbent uses a complete understanding of inter-related work systems across multiple functional areas and their interoperability to ensure the validity and accuracy of all obligations, disbursements, collections/deposits, and adjustments related to financial records Examines accounts or resolves difficult reconciliations requiring an analysis of adjustments and corrections in accounts. Traces transactions identifying the source(s) of discrepancies, develops corrective actions required to bring accounts into agreement, ensures the accuracy of adjusted accounts, and recommends actions to prevent recurrence of similar discrepancies involving a multiplicity of interrelated systems. Compiles and verifies the accuracy of accounting data to prepare statements and reports, schedules, and comparative analyses of accounting transactions. Applies accounting methods, procedures, and techniques to conduct difficult and in-depth analysis. Researches, interprets, analyzes, and applies regulations, policies, procedures and legal decisions to work and/or resolve complex fiscal issues/problems regardless of the technical difficulties encountered. Uses fiscal accounting and related interfaced systems to provide input/adjustments to the fiscal accounting database of record and the interoperable feeder systems of logistics, contracting, pay, travel, accounts payable, disbursement and interfund automated systems. Traces transactions identifying the source(s) of discrepancies, develops corrective actions required to bring accounts into agreement, ensures the accuracy of adjusted accounts, and recommends actions to prevent recurrence of similar discrepancies involving a multiplicity of interrelated systems. Examines accounts or resolves difficult reconciliations requiring an analysis of adjustments and corrections in accounts. Traces transactions identifying the source(s) of discrepancies, develops corrective actions required to bring accounts into agreement, ensures the accuracy of adjusted accounts, and recommends actions to prevent recurrence of similar discrepancies involving a multiplicity of interrelated systems. Compiles and verifies the accuracy of accounting data to prepare statements and reports, schedules, and comparative analyses of accounting transactions. The position resides within the infrastructure and support functions of the state National Guard; the incumbent is not subject to mobilization, nor is the work described part of the military mission; and the incumbent does not perform a key advisory or essential administrative role that is inherently military. In addition, the position must meet one of the following: It does not have a comparable military function; the position is required in full-time (civilian) role when the organization, or similar military position, is mobilized to perform continuing post-mobilization functions; or the position requires a skill or competency that necessitates technical expertise or professional qualifications that cannot be readily found in the military structure of the state military force. May make additional selections within 90 days of eligible(s) issuance.

Qualifications: ACCOUNTING TECHNICIAN, GS-0525-7/8-07 (Trainee): Must have at least one year of specialized experience, equivalent to at least the GS-05 level, or equivalent pay band in other pay systems in the Federal government. This experience may also have been obtained in the private sector, but must demonstrate that it is comparable to the GS grade indicated. Specialized experience may have been demonstrated by performing duties such as: Suggests specific changes to guidelines, development of control mechanisms, providing additional training for customers, and specific guidance related to the procedural handling of documents and information; Scheduling, running, and analyzing various fiscal accounting reports; Validating transactions and performing research to resolve inconsistencies. ACCOUNTING TECHNICIAN, GS-0525-7/8-08: Must have at least one year of specialized experience, equivalent to at least the GS-05 level, or equivalent pay band in other pay systems in the Federal government. This experience may also have been obtained in the private sector, but must demonstrate that it is comparable to the GS grade indicated. Specialized experience may have been demonstrated by performing duties such as: Analyzes and evaluates data to conduct fiscal reconciliations, reviews, and account adjustments; Resolves difficult or complex reconciliations of accounts; Reconstructs inaccurate accounts; Researches, interprets, and analyzes the application of regulations, policies, procedures and legal decisions to complex fiscal issues/problems; Uses automated systems to provide input to fiscal accounting databases. TRAINEE POSITION: Applicants not meeting full qualifications for the GS-08 position indicated above may be considered for GS-07 trainee, if qualified. If appointed as trainee, the selectee may be non-competitively promoted to GS-08 upon meeting full qualifications and recommendations of supervisor.
