Job Summary: About the position: This position is Non-appropriated Fund (NAF) and is located at the VAT/UTAP Office, Ramstein AB, Germany. Examines, verifies, and analyzes a variety of documents to determine their mathematical correctness, validity, and clerical accuracy. Maintains bookkeeping journals and subsidiary ledgers, posting accurately to established accounts. This position may offer logistical support.

Major Duties:

  • Examines, verifies, and analyzes a variety of documents to determine their mathematical correctness, validity, and clerical accuracy. Maintains bookkeeping journals and subsidiary ledgers, posting accurately to established accounts. Traces discrepancies, as necessary, to financial documentation. Files paperwork. Corresponds with German utility companies in disputes, inquiries, and updates. Verifies delinquent utility bills with the appropriate utility company prior to fund dissemination. Prepare and submit daily deposits, daily paperwork, pay garnishments, and write-offs for unpaid utility bills. Receive, deposit, and process pay garnishment checks from various financial agencies. Deposit Euro checks from utility companies into the proper account and issue refund to customers as necessary. Observes office processes and recommends improvements when necessary. Assists in ensuring office policies and procedures for the VAT program and UTAP are adhered to. Assists in providing training and guidance to new VAT and UTAP employees. Assists in the selecting and training of employees. Assists in the preparation of daily paperwork. Directs and controls the complete operation in the absence of the manager: to include control/accountability of all money transaction required to satisfy community customer tax requirements. In the absence of the Manager ensures that the VAT program, UT AP and all cash handling are operated under appropriate rules and regulations. Apply contents of DoD guidance to duties of the position. Responsible for opening and closing of the safe when required or as necessary. Takes charge of VAT Office operation in absence of the VAT Office Manager. Qualifying Experience: Must have experience in work which provided knowledge of double entry accounting procedures and techniques. Knowledge of basic principles and techniques pertaining to the management of a Value Added Tax and Utility Tax Relief operation and related guidance. Knowledge of computer database, spreadsheet, and word processing. Firm understanding of procedures used to enter, modify, retrieve, and delete information in an automated general ledger system. Knowledge of office automation. Must have the ability to read, write, and speak German.
