Job Summary: Serves as the Accounting Officer, residing in the Resource Management Directorate under the Chief Financial Officer/Director, Resource Management (RM), in the DeCA Headquarters, with responsibility for overseeing the implementation of procedures to ensure fiduciary actions are maintained within stores and all levels above store.

Major Duties:

  • As an Accounting Officer, you will be responsible for the following duties: Oversees DeCA-wide fiscal policy, accounting operations, and financial reporting. Leads preparation of audited/unaudited financial statements in compliance with the CFO Act. Directs division operations, resource planning, and personnel management for the Accounting Division. Provides expert guidance on DeCA funds, internal controls, and accounting system requirements. Represents DeCA in negotiations, audits, conferences, and coordination with DoW and external agencies. Qualifications: To qualify for Accounting Officer, your resume and supporting documentation must support: A. Basic Requirement: A bachelor's degree or higher in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. Applicants MUST submit a copy of their college transcripts from an accredited educational institution which reflects that an accounting or equivalent degree was conferred and the date conferred. Failure to submit your transcripts may result in lost consideration. Or A combination of education and experience - at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following: Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law; A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements. Creditable specialized experience includes: GS-15 Developing experience in formulating enterprise-level fiscal, accounting, and internal control policies for multiple appropriations and funds. Leading experience in directing large, complex accounting operations and supervising subordinate supervisors across multiple functional areas. Working with audited financial statements, agency-wide reporting requirements, and ensuring compliance with the Chief Financial Officers Act and the Federal Managers' Financial Integrity Act. Coordinating experience in negotiating and resolving high-visibility, cross-agency accounting issues with DoW, external partners, and/or oversight bodies. Analyzing experience in evaluating financial systems, general ledger data integrity, and internal control effectiveness to drive organization-wide improvements. Time-in-grade applies to the promotion of current and former federal employees who hold or have held a permanent GS position in either the competitive or excepted service in the previous 52 weeks, including current employees applying under VEOA.
