The Central Services Division is responsible for the critical operations that ensure the agency functions effectively, efficiently, in support of its mission, and in compliance with state and federal requirements. This includes financial management such as budgeting, accounting, payroll, procurement, contracting, and federal grants administration, to ensure fiscal integrity and resource stewardship. The division also oversees information technology and database management, providing secure, innovative, reliable systems that support agency operations. Facilities and records management, risk management, and employee safety functions ensure a safe, organized and compliant workplace. Additionally, the division manages human resources, including strategic workforce planning, recruitment, classification and compensation, employee relations, leave administration, training, wellness programs, and personnel action processing.

WHAT YOU WILL BE DOING

You will plan, organize, and manage the agency’s accounting operations and financial reporting functions to ensure fiscal integrity, effective internal controls, and compliance with state and federal statutes, rules, regulations, and applicable accounting standards. The position provides technical and operational leadership to professional accounting staff and ensures financial systems and controls function effectively and efficiently. Additionally, the position serves as the agency’s authority on complex accounting and compliance matters advises leadership on fiscal impacts and financial risk.

This position is primarily remote, with a work schedule consisting of 8-hour workdays between the hours of 8:00 am – 5:00 p.m., Monday – Friday. However, due to supervisory responsibilities for payroll staff, the employee may be required to travel to the Salem office as frequently as once per week. In addition, the incumbent will be expected to be physically at the central workplace located at 550 Capitol St. NE in Salem, Oregon, at least six (6) times per year. This includes attendance at pre-scheduled in-person all-staff meetings. The position may also be required to work at the central workplace on a more frequent basis with advance notice, as needed.

WHAT WE ARE LOOKING FOR

  • Five years of lead work, supervision, or progressively related experience; OR two years of related experience and a bachelor’s degree in a related field.
  • Must possess CPA certification.

The most successful candidate will also have the following skills, experience, and background:

  • Demonstrated experience performing complex professional accounting work in a governmental or similarly regulated environment, including application of GAAP, GASB standards, fund accounting, and interpretation of accounting requirements for non-routine transactions.
  • Demonstrated experience supervising professional accounting staff, including assigning and reviewing work, establishing expectations, and coaching and performance management, while fostering a collaborative, respectful, and inclusive team environment that supports employee engagement, accountability, and professional growth.
  • Demonstrated experience ensuring accurate financial reporting and compliance with applicable laws, regulations, and reporting requirements, including coordination with Secretary of State auditors or oversight entities.
  • Demonstrated ability to conduct complex financial analysis and provide clear, actionable fiscal guidance to leadership to support decision-making or resource allocation.
  • Demonstrated experience developing, implementing, or improving internal control systems, account procedures or operational processes to safeguard public resources and enhance efficiency and reliability of financial information.
