Idlib – Syria Full Time

General Description of the Programme:

GOAL has been working in Syria since 2013, responding to the acute needs of conflict-affected communities. GOAL is working in Idleb, Aleppo, Hama, Homs and Latakia Governate, and expanding to other governorates both through direct implementation and through partners, delivering food, non-food programming to highly vulnerable populations, Nutrition, ERMS, Shelter, and WASH through support to Water units and working closely with the General Water Directorate and the line ministry (Ministry of Energy).

Job purpose:

 The Access Officer is responsible for managing access-related issues in Northwest Syria and Central Syria. This includes coordinating and communicating with relevant government officials and institutions. The role involves attending, organizing, documenting, and systematically archiving related meetings. Additionally, the Access Officer collaborates with the Senior Access Officer to develop access strategies and design plans for access operations, ensuring their effective implementation.

Duties, objectives, and competencies

  • Coordinate and manage meetings and official communications with local authorities, community leaders, and relevant stakeholders in GOAL AoO in Idlib and central Syria.
  • Serve as a focal point for liaison with stakeholders to facilitate access in accordance with GOAL policies and SOPs.
  • Provide daily briefings and updates to the Access Senior Officer on all meetings, communications, approvals, challenges, and developments related to access.
  • Prepare and submit weekly access reports highlighting risks and opportunities affecting GOAL activities.
  • Maintain an up-to-date stakeholders database covering Idlib and Central Syria.
  • Manage and participate in meetings with stakeholders, Relief Committees, and CMs camp management in coordination with the Access Senior Officer when required.
  • Keep all the official decisions and statements issued by the government bodies in NWS and Central Syria.
  • Ensure all NOLs, approvals, permits, and official communications are documented and archived, and update the Access Senior Officer on their status.
  • Work closely with other GOAL departments to facilitate access for program activities.
  • Support access risk analysis in coordinating with the Access Senior Officer.
  • Monitor changes in the local administrative, political, and social context that may impact access and report relevant updates.
  • Ensure compliance with GOAL policies and SOPs and access guidelines related to access and coordination.
  • Contribute to strengthening acceptance and community engagement strategies in coordination with the Access Senior Officer.
  • Work closely with the other departments to facilitate the access process for Programs in coordinating with Access Senior Officer.
  • Monitor, analyses, and report on changes in the administrative and political context that may affect GOAL activities. Ensuring compliance with GOAL access strategies and policies.
  • Engage in the design of acceptance, community engagement, and stakeholder communication strategies.
  • Provide technical guidance and support to Safety and Access staff related to access and communications.
  • Provide support on the Safety management whenever required.
  • Any other responsibilities as required by the Access Senior Officer Or\ and SAC.

Requirements (essential)

  • BA degree.
  • Work experience in NGOs for 2 years at least.
  • Work at safety and Access or Access in NGOs for 6 months at least.
  • Proven experience in reports writing and security incidents updates.
  • Attendance at training related to humanitarian negotiation is an advantage.
  • Practical experience in coordinating with stockholders for 6 months or more.
  • Good spoken and written Arabic.
  • Good Written En.
  • Computer skills – (Word and Excel…)
  • Technical skills, including setup, and social media…
  • Clear communication skills.
  • The ability to record, keep, and pass accurate messages is essential.
  • Ability to work under pressure and react to emergencies calmly and logically.
  • Sensitivity to gender and diversity issues in work practices.
  • Good knowledge for GOAL working areas context.

Requirements (desired)

  • Living in Idlib to be available 24/7 at emergency cases.
  • Intermediate in English Language.
