Summary:

Responsible for managing the daily administration, analysis, and operations of 340B drug program and all its components including compliance monitoring, routine audits, maintaining policies and procedures and 340B contract review and negotiations.

Responsibilities:

Maintains knowledge of policy changes that impact 340B program which includes, but not limited to, HRSA-OPA rules and Medicaid changes. Responsible for documentation and updating of 340B policy and procedures.Provides ongoing education, training, and communications to all staff (particularly those who work with 340B routinely) regarding the 340B program operations and compliance.Responsible for 340B software (TPA) vendor contract negotiations, reviews, and working with legal to fully execute same.Reviews and refines 340B cost savings reports detailing purchasing, and replacement practices. Performs annual inventory and quarterly audits for all eligible locations to verify adherence to 340B program guidelines.Develops and maintains external relationships: Apexus, HRSA, wholesalers, manufacturers, contract pharmacies, vendors, pharmacy benefit managers, third party administrators.Supports MHS pharmacy leaders with financial analysis, benchmarking, and the development, implementation, and evaluation of pharmacy business services, including strategies for retail pharmacy, 340B program optimization, ambulatory pharmacy expansion, and pharmaceutical cost control. Coordinates with MHS pharmacy leadership to leverage 340B savings for expanding care for underserved and vulnerable populations.Ensures compliance with all aspect of the 340B program and implements all applicable aspects of the Office of Pharmacy Affairs guidance as well as Memorial Healthcare System (MHS) pharmacy policy and procedures for 340B. Works with all necessary affiliated departments, acting as a liaison, to ensure compliance of the program.Serves as a MHS subject matter expert (SME) for 340B compliance and performance.Directs the implementation, maintenance, and viability of the 340B program across all covered entities at MHS, including contract pharmacies, Memorial Primary Care, and Memorial Cancer Institute, while providing overall leadership and oversight.Acts as the liaison with necessary affiliated departments (i.e., Compliance, Legal, Finance, IS, Pharmacy) to ensure 340B Program integrity.

Required Work Experience: Ten (10) years' experience including elements of all of the following: pharmacy operations, supply chain management, business analytics, pharmacy software splitting systems, and 340B contract negotiations. Other Information: Additional Education Info: Bachelor's degree required in Healthcare Administration or related field, or a minimum of fourteen (14) years of relevant experience in lieu of a degree is required. Relevant experience must be in pharmacy operations, supply chain management, business analytics, pharmacy software splitting systems, and 340B contract negotiations.
