Job Summary: The VA Southeast Network (VISN 7), is looking for an individual with complex pharmacy management experience to serve as the VISN Pharmacy Executive (VPE). VISN 7 is the 3rd largest VISN in the VHA system with a pharmacy budget of over $950 million per year, and workload of over 2 million 30-day equivalent prescriptions per month. VISN 7 covers three (3) states (AL, GA, SC) and eight (8) medical centers with multiple CBOCs and divisions.

• VA Careers - Pharmacy: https://youtube.com/embed/Fn_ickNBEws The incumbent is the Veterans Integrated Service Network (VISN) Pharmacy Executive (VPE) and is responsible for the overall management of the Pharmacy Drug Benefit within VISN 7. The following description covers the most significant duties performed but does not exclude other responsibilities that may be assigned: The VPE is responsible for oversight and performance of a wide array of pharmacy duties and responsibilities, specifically for the administration and management of Pharmacy Benefits Management (PBM) Services for an entire network. The duties and responsibilities of the VPE are broad and include all aspects of medication management. The VPE has the responsibility to keep VISN management informed of significant impacts on the VISN pharmaceutical budget and assists in coordinating professional and administrative pharmaceutical functions in all VISN facilities. These responsibilities include, but are not limited to monitoring and trending all operational aspects of pharmacy services including pharmaceutical costs and workload at all sites, Consolidated Mail-Out Pharmacy (CMOP) utilization, national and VISN level pharmaceutical contract compliance, the pharmacy efficiency program, emergency pharmacy services, implementation of pharmacological treatment guidelines and other formulary management initiatives, and providing consolidated VISN responses to VACO data calls and surveys. In addition, the VPE provides guidance and oversight with implementation, delivery and maintenance of all clinical pharmacy activities including academic detailing, clinical pharmacy program development, pharmacy residency programs and Professional Practice Evaluation for Pharmacists. The incumbent will ensure the VHA and VISN mission is met while operating in accordance with Veterans Health Administration (VHA) policies, VISN policies, and standards of federal, state, professional, and accrediting agencies external to VHA in collaboration with VISN Quality Manager. The VPE is responsible for the operation of the VISN 7 Pharmacy Benefits Management Committee (i.e., VISN Pharmacy and Therapeutics or P&T Committee) including formulary maintenance, non-formulary drug use, contract compliance, adverse drug event (ADE) monitoring, clinical guideline implementation, and Pharmacy Quality Assurance. The VPE represents VISN 7 with the National VPE/MAP Formulary Committee. He/she will assist, mentor and coach facilities to anticipate and meet the pharmaceutical and regulatory needs of their customers in a proactive manner. Work Schedule: 8:00am-4:30pm, Monday-Friday. English Language Proficiency: Pharmacists must be proficient in spoken and written English as required by 38 U.S.C. 7402(d), and 7407(d). Education: (1) Graduate of an Accreditation Council for Pharmacy Education (ACPE) accredited College or School of Pharmacy with a baccalaureate degree in pharmacy (BS Pharmacy) and/or a Doctor of Pharmacy (Pharm.D.) degree. (NOTE: Prior to 2005 ACPE accredited both baccalaureate and Doctor of Pharmacy terminal degree program. Today the sole degree is Doctor of Pharmacy.) (2) Graduates of foreign pharmacy degree programs meet the educational requirement if the 2 graduate is able to provide proof of achieving the Foreign Pharmacy Graduate Examination Commission (FPGEC) Certification, which includes passing the Foreign Pharmacy Graduate Equivalency Examination (FPGEE) and the Test of English as a Foreign Language Internet-Based Test (TOEFL iBT). Licensure: Full, current, and unrestricted license to practice pharmacy in a State, Territory, Commonwealth of the United States (i.e., Puerto Rico), or the District of Columbia. The pharmacist must maintain current registration if this is a requirement for maintaining full, current, and unrestricted licensure. A pharmacist who has, or has ever had, any license(s) revoked, suspended, denied, restricted, limited, or issued/placed in a probationary status may be appointed only in accordance with the provisions in VA Handbook 5005, Part II, Chapter 3, section B, paragraph 16. NOTE: Individuals who have or have had multiple licenses and had any such license revoked for professional misconduct, professional incompetence or substandard care, or who surrendered such license after receiving written notice of potential termination of such license by the State for professional misconduct, professional incompetence, or substandard care, are not eligible for appointment to the position unless such revoked or surrendered license is fully restored (38 U.S.C. § 7402(f)). Effective November 30, 1999, this is a requirement for employment. This requirement does not apply to licensed pharmacists on VA rolls as of that date, provided they maintain continuous appointment and are not disqualified for employment by any subsequent revocations or voluntary surrenders of State license, registration or certification. May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria). GS-15 Grade Determinations: Experience. In addition to the GS-14 requirements, must have 1 year of experience equivalent to the next lower grade level. Assignments at the GS-14 level include National or VISN Program Manager, Associate Service Chief/ Associate CMOP Director, Service Chief, etc. Demonstrated KSAs. The KSAs shown below apply to all assignments at this grade level. 1. Skill in persuading others and gaining cooperation to accomplish goals. 2. Ability to effectively communicate orally and in writing regarding complex clinical and technical issues. 3. Skill in utilizing regulatory and quality standards to develop and implement operational programs. 4. Skill in managing multiple people or programs.
