Tribe Lead Procurement and Cost Management

HBP (Amsterdam - Haarlerbergpark) Full time

We are looking for an experienced, visionary, hands-on, people-oriented lead to drive the reliability and continuous improvements of the procurement and cost management solutions, and optimising end-to-end procurement and cost workflows throughout the entire organisation. You will steer a large cross-border team and collaborate with various key stakeholders (predominantly within the CFO organisation in head office and countries, and an important stakeholder is the global Procurement organization). You will be reporting into the Bank’s COO for Finance.

You are responsible in shaping and steering an organisation that develops solutions which meet the regulatory requirements, digitalization and scalable TECH and OPS ambitions. This includes developing a vision for the central procurement and cost management capabilities, translating it into concrete implementation strategies and roadmaps, and actively steering and enabling business growth and transformation agendas.

You will be located in Amsterdam with direct steer on teams Amsterdam, Philippines and the workforce from third party providers. 

Your role and work environment

COO Finance (COOF) is an independent unit reporting into ING’s CFO and COO. It is accountable for executing ING Finance and COO strategy to evolve towards one global digital bank. The COOF mission is to enable excellence in Finance with real time business insights, derived from state of the art technologies, optimal use of data and highly effective operations.

As Tribe Lead Procurement and Cost Management you will be working with the leadership team of COO Finance on large end-to-end transformation initiatives with the aim to establish robust technology solutions and corresponding processes to cater for timely, accurate, complete and auditable (accounted) data for various external and internal (reporting) purposes.

Your teams

You will lead a number of product leads and their teams to develop, implement and/or maintain products and services. You are responsible for setting the long-term strategy and leading the Tribe Procurement and Cost Management organisation in achieving its (long term) objectives. Responsible for the execution of all activities of this organisation in Netherlands, ING Hubs and with our SSI partners, including risk & control activities to remain in control of risks and keeping the bank safe.

The Product teams in scope of the Tribe Procurement and Cost Management are:

  • Product Cost Management: This product provides and supports tooling to enable purchase orders/requisitions, invoice handling, payment proposals, receipt registrations, asset management and cost accounting for procurement and finance users in ING. This product covers the support and change management on one global application, a local NL application and supports the replacement of local ERP systems and development and migration to one centralized target operating model going forward.
  • Product Cost Modelling & Charging: This product provides and supports tooling for internal cost distribution enabling cost modelling from originating invoices and accounted expenses via intercompany allocations to the charging of internal services for controllers in ING. This product covers the support and change management on a cost modelling tool and the connected billing application used for internal charging of services.
  • Product Procurement: This product provides and supports tooling for procurement contract registration and information management on procurement activities within ING. This product covers the support and change management on one global application for contract management and a global procurement data lake.

Your key responsibilities

As Tribe Lead you take responsibility for

  • Co-creating the strategy of COO Finance based on the COO and business strategies.
  • Shape and lead the execution of the strategy of your area of responsibility based on the COO Finance strategy.
  • Lead transformation initiatives, including implementing AI strategies in your tribe, to evolve business processes.
  • Developing a multiyear vision and implementing the target Procurement and Cost Management system architecture and processes
  • Streamlining the requirement setting and delivery planning for new change and transformation initiatives
  • Developing the necessary skills and capabilities for straight-through and fully digital procurement and cost management processes
  • Staying safe, reliable and compliant on your products and services.
  • Continuously working on ways to innovate and improve your products and services
  • People leadership and driving people development, employee engagement and diversity in your organisation.
  • Actively engaging and aligning strategies, demand and priorities with (senior) stakeholders in Finance, Procurement, risk and business organisations.

You have a proven track record and the following skills:

  • Master Degree (University / Postgraduate) in Accounting or Controlling
  • 10+ years of experience in management and leadership
  • 10-15+ years of experience in Finance
  • Deep knowledge in procurement and cost management practices
  • Affinity with technology implementation and leading Tech teams (dev/ops)
  • Sourcing experience and leading cross border teams
  • Products/Services Management and Development
  • Managing (complex) change and strategic planning
  • Stakeholder management
  • Building effective teams and drive engagement, drive results and instil trust
