[What the role is]

About SAFCo

The Singapore Sustainable Aviation Fuel Company (SAFCo) is a mission-driven entity supporting Singapore’s national SAF (Sustainable Aviation Fuel) policy. SAFCo manages SAF levy collection, procures SAF to meet regulated demand, and develops the voluntary SAF market. As a lean and agile startup, SAFCo is building foundational capabilities to ensure operational excellence, transparency, and credibility in the SAF ecosystem.

Role overview

The role reports to the Director of Sustainability & Programme Management. As the Sustainability Programme Manager, you will be supporting the Director operationalizing the SAF Environmental Attributes (EA) management for the national SAF policy, developing and implementing the voluntary SAF market, managing sustainability documentation and certification, and serving as the internal expert on carbon accounting and policy. This role is central to SAFCo’s credibility and leadership in the global SAF ecosystem, requiring both technical depth and commercial agility. While SAF remains the core focus, we welcome candidates with extensive sustainability and commercial experience across biofuels, renewable energy, low-carbon solutions, and the broader energy sector.

[What you will be working on]

Sustainability & Carbon Accounting Implementation

  • Serve as part of the SAFCo’s subject matter expert team on carbon, life cycle assessment (LCA) and SAF accounting, including Scope 1 and Scope 3 emissions management.

  • Advise on chain-of-custody models (e.g., book-and-claim, mass balance) and their implications for SAF supply chains.

  • Provide support, including capability building within SAFCo and potential external stakeholders on ensuring alignment with international sustainability frameworks (e.g., CORSIA, ISCC, RSB, SBTi, ISSB, CSRD).

Sustainability Documentation & EA Registry Operations

  • Manage all sustainability documentation workflows, including accurate lifecycle emissions and feedstock data.

  • Management, verification and safekeeping of sustainability documentation from SAF suppliers, ensuring accurate, traceable records of lifecycle emissions and feedstock origin, with proper storage and efficient retrieval systems in place.

  • Support registry operations including SAF batch registration, EA allocation, and document uploads.

  • Ensure traceability and integrity of SAF EA in compliance with international standards (e.g., CORSIA, ISCC, RSB).

Voluntary Demand Programme Development & Implementation

  • Support the design, built and rollout of voluntary SAF programmes in Singapore and APAC.

  • Coordinate programme timelines, deliverables, and stakeholder communications.

  • Support in structuring offtake agreements and co-investment models with corporate partners and airlines.

Stakeholder Engagement & Account Management

  • Provide guidance to corporates, freight forwarders, and aviation partners to support SAF policy and voluntary programme onboarding and implementation.

  • Provide technical guidance on SAF EA mechanisms and certificate usage.

  • Maintain strong relationships with strategic partners and stakeholders and support alignment of voluntary demand with SAF supply.

Sustainability Certification Scheme Management

  • Drive the implementation and maintenance of sustainability certification schemes (e.g., ISCC PLUS, RSB).

  • Coordinate internal readiness for audits and ensure documentation meets certification requirements.

  • Monitor updates to certification frameworks and support operational adaptation, including internal system and process integration or enhancement.

SAF and Sustainability Market Intelligence

  • Monitor global developments in SAF, biofuels, and feedstock markets to assess sustainability implications, lifecycle emissions assessment, and carbon intensity trends.

  • Track emerging technologies and policy shifts to evaluate their impact on SAF sustainability credentials, certification pathways, and carbon accounting methodologies.

  • Support the development of carbon risk models and scenario planning to inform SAFCo’s sustainability strategy, including voluntary programme design and emissions reduction pathways.

  • Collaborate with procurement and operations teams to align sustainability insights with cost-effective, low-carbon sourcing strategies and pricing mechanisms.

[What we are looking for]

  • Experience: 8 - 12 years of experience in sustainability, sustainability programme management, low carbon solutions, aviation or energy sectors.

  • Expertise: Strong understanding of SAF and biofuel, carbon accounting, life cycle analysis, sustainability framework and certification, and aviation supply chains.

  • Skills: Strong project management, stakeholder engagement, workflow design and development capability, operational discipline, documentation capabilities and analytical skills.

  • Mindset: Detail-oriented, proactive, and comfortable working in a fast-paced startup environment.

  • Collaboration: Able to work cross-functionally with procurement and operation with SAFCO, with legal, finance and internal audits within CAAS and with wider aviation ecosystem partners.

  • Comfortable working in a startup environment with multi-hat responsibilities and cross-functional collaboration.
