The role is responsible for implementing all aspects of sourcing goods and services and for supporting supplier performance monitoring. The Supply Chain Specialist prepares major contract proposals and conducts complex negotiations for standard and non-standard goods and services. They plan and administer performance and technical reviews to ensure contractual compliance and prepare remedial action plans. They negotiate specifications, costs, delivery dates, terms and conduct performance and technical reviews to ensure contractual obligations are fulfilled to customer / corporate satisfaction. They also represent the Supply Chain team with respect to attending internal client working groups and meeting with external major stakeholders.Job Description

Key Accountabilities:
Organizes and conducts sourcing, and cost-effective procurement approaches towards the purchase of a wide range of goods and services, the development of tender/contracting documents including proposals. Negotiates complex contracts within delegated authority in accordance with NAV CANADA regulations and departmental policies and procedures.
Drafts/recommends and implements procurement, contract strategies, and guidelines in order to assist in guiding departmental operational and business decision-making, in accordance with NAV CANADA departmental plans and strategic goals and objectives.
Performs as a subject matter expert in the current industry best practices in contracting and procurement trends and other intelligence gathering exercises and initiate steps towards continuous improvement of our procurement tools, documents, forms, policies and processes.
Advises on strategic options by outlining costs, benefits, and risks of various approaches to meet current and future needs, ensuring alignment with policy and the responsible use of company funds.
Develops sourcing strategies and supplier relationships by identifying potential suppliers, evaluating supply options, and fostering professional partnerships. Communicates procurement policies and procedures to support smooth acquisition from NAV CANADA’s supply base.
Engages with suppliers throughout the tender process, participating in pre-tender briefings with prospective vendors and conducting post-tender debriefings with unsuccessful bidders to ensure transparency and continuous improvement.
Conducts supplier performance reviews and monitors key metrics such as price, delivery/service, quality, and KPIs to identify opportunities for improvement in procurement-driven solutions.
Job Requirements
Education:
Secondary school diploma or equivalent.
Graduation from a recognized university or college with a degree or certification in the field of Supply Chain, or an acceptable combination of education, related experience, and training.
Experience:
A minimum of 5 years of experience in Supply Chain.
Extensive hands-on experience in contracting, procurement, and supplier relationship management, including leading complex negotiations and procurement processes.
Skilled in ERP systems, with a focus on procurement modules to support efficient purchasing and contract administration.
Proficient in contract development, procurement law, and RFP creation and evaluation, ensuring compliance and strategic sourcing.
Knowledge:
Extensive knowledge of contract law, complex contract terms and conditions, taxation, insurance and risk management principles.
Extensive knowledge of contract management, procurement and materiel management theories, principles, professional standards, and strategic sourcing.
Knowledge of trends, developments, evolving best practices, and initiatives (e.g. e-commerce/e-procurement, spend management, supply chain management, commodity management, alternate form of delivery).
Working knowledge in reporting and analysis for senior management, providing actionable insights and recommendations to support decision-making.
Applies advanced understanding of supplier risk assessment and mitigation strategies, ensuring continuity of supply and alignment with organizational risk tolerance.
Leverages expertise in data-driven decision-making and performance analytics to optimize procurement strategies, improve spend visibility, and support strategic sourcing initiatives.
Abilities:
Ability to understand client needs and proceeding to acquire all the related products and services in a competitive environment while keeping in compliance with NAV CANADA’s procurement policies.
Effective communication skills are required to take a strong contract enforcement position on behalf of the company when appropriate, including consultation, negotiation, representation, presentation, and dispute resolution methods and techniques.
Proven ability to work cross-functionally with clients and stakeholders, managing the full lifecycle of contractual agreements and contributing to large-scale, complex projects.
Ability to communicate with senior management, recognize and identify areas of potential vulnerability and potential impacts.
Organization skills to enable the ability to work on multiple complex high-risk files at the same time.
Excellent customer service skills, providing advisory, consultative and training services to a stakeholder community.
Research and analytical techniques and methods, and those for utilizing systems, tools, software applications and associated peripherals in the conduct of the work.

Working conditions:
This position is a hybrid position with a minimum – 3 days per week on site.
Occasional travel is required.
