Job Summary: This position is eligible for the Education Debt Reduction Program (EDRP), a student loan payment reimbursement program. You must meet specific individual eligibility requirements in accordance with VHA policy and submit your EDRP application within four months of appointment. Program Approval, award amount (up to $200,000) and eligibility period (one to five years) are determined by the VHA Education Loan Repayment Services program office after complete review of the EDRP application.

Major Duties:

  • The Primary Purpose of the Position is: The Intensive Community Mental Health Recovery (ICMHR) Supervisory Social Worker GS-0185-12 assists the ICMHR Program Manager with management of the ICMHR, providing services in the community for Veterans, who are living with serious mental illness and admitted to the program. Duties include but are not limited to plans; establishes; implements; develops policies and procedures, individuals, group goals and objectives, monitors, operations, evaluates, and coordinates programming and implementation of mental health services at the ICMHR Dallas location, ICMHR Fort Worth location, E-RANGE Tyler location, and E-RANGE Bonham location. The incumbent performs specialized treatment of complex physical or mental illness as it relates to mental health illness, severe mental health illness and comorbid substance use disorders. Incumbent incorporates complex multiple causations in differential diagnosis and treatment of Veteran patients, including making psychosocial and psychiatric diagnoses within approved scope of practice. The incumbent expands clinical knowledge in the profession, demonstrating innovation in the creation of new models of psychosocial assessment or intervention to identify and address specialized clinical needs of mental health, severe mental health, substance use disorders and comorbid. Incumbent writes standard operating procedures, policies and procedures, and/or practice guidelines pertaining to the specialty population or specialty treatment program. The incumbent independently conducts comprehensive assessments and develops treatment plans in collaboration with Veteran, family, and interdisciplinary treatment team. In addition to the specialty specific job duties listed above, the ICMHR Supervisory Social Worker is also required to perform the general social worker duties required as a clinician in the Mental Health Division listed below: The incumbent develops effective and strong relationships with community resources to ensure continuity of care and to promote successful transitions of services. Incumbent has advanced skills in community partnership building and is represent the VANTHCS. The incumbent is responsible for ensuring that VANTHCS is compliant with all regulations, policies, and procedures relevant to the population served and monitors medical center performance related to population served. The incumbent develops and maintains treatment and documentation standards that meet the expectations and requirements of Joint Commission accreditation. The incumbent performs additional and special assignments that are related to program goals, and the needs of clients, including social work coverage during staff absences and staffing shortage. The incumbent independently identifies high-risk patients and provides crisis intervention services. The incumbent completes suicide risk screens and documents assessments as required by policy. The incumbent keeps a caseload of Veterans receiving services from the program. The caseload is assigned by the ICMHR Program Manager. The incumbent provides wellness/prevention education and facility patient and family support groups as appropriate. Qualifications: To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/19/2025 Basic Requirements: The basic requirements for employment as a VHA social worker are prescribed by statute in 38 U.S.C. § 7402(b)(9), as amended by section 205 of Public Law 106-419, enacted November 1, 2000. To qualify for appointment as a social worker in VHA, all applicants must meet the following: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. English Language Proficiency: Candidates must be proficient in spoken and written English to be appointed as authorized by 38 U.S.C. § 7403(f). Education. You must have a master's degree in social work from a school of social work fully accredited by the Council on Social Work Education (CSWE). Graduates of schools of social work that are in candidacy status do not meet this requirement until the School of Social Work is fully accredited. A doctoral degree in social work may not be substituted for the master's degree in social work. Persons hired or reassigned to social worker positions in the GS-0185 series in VHA must be licensed or certified by a state to independently practice social work at the master's degree level. Current state requirements may be found by going to VA's Title 38 Hybrid Occupations - Office of Human Resources Management May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria). In addition to the basic requirements for employment, the following criteria must be met. Supervisory Social Worker Licensure Requirement: Advanced practice level social workers must be licensed or certified by a state at the advanced practice level which includes an advanced generalist or clinical examination, and must be able to provide supervision for licensure, unless they are grandfathered by the state in which they are licensed to practice at the advanced practice level (except for licenses issued in California, which administers its own clinical examination for advanced practice) and they must be able to provide supervision for licensure. Experience Requirement: Experience must demonstrate possession of advanced practice skills in a specialty area or in administration demonstrating progressively more professional competency and judgment. Examples of specialized experience at the GS-11 include, but are not limited to: assessing and documenting identified behaviors or symptoms of abuse, neglect, exploitation and/or intimate partner violence; use of clinical social work skills; maintaining patient privacy and confidentiality per policies, handbooks or directives; acting as an advocate with appropriate community service providers and agencies when it serves the best interest of the patient and family members/caregiver; independently assessing the psychosocial functioning and needs of patients and their family members, identifying the patient's strengths, weaknesses, coping skills, and psychosocial acuity. In addition to the experience above, you must demonstrate the following Knowledge, Skills and Abilities: Ability to independently organize work, set priorities, and meet multiple deadlines. Knowledge of supervisory duties which includes clinical supervision, consultation, negotiation with other departments and quality improvement. Ability to ensure provision of clinical social work services. Ability to provide staff training and development. Skill in interpersonal relationships in dealing with employees, team leaders, and managers. Assignment. For all assignments above the full performance level, the higher-level duties must consist of significant scope, complexity (difficulty), and variety and be performed by the incumbent at least 25% of the time. At the GS-12 grade level, supervisory social workers typically have significant personnel management responsibilities for a small to moderate sized professional and non-professional staff, including support staff and professional staff at the GS-12 grade level and below. The supervisory social worker is responsible for the professional and administrative management of an area in a social work service, in a care/product line, or multiple facilities. They provide direct clinical services with or without program coordination responsibilities. Some work may require movement between offices, hospitals, warehouses, and similar areas for meetings and to conduct work.
