The primary purpose of this position is to as serve as a Supervisory Security Guard, providing planning, directing, organizing, exercising control over nonsupervisory employee for the Security Guard Force to protect federally owned or leased buildings and property from hazards such as sabotage, trespass, theft, fire, and accidental or willful damage and destruction.
Major Duties:
Qualifications: Conditions of Employment: Incumbent will be exposed to the day-to-day dangers associated with law enforcement and security duties. May be required to work uncommon tour of duty, to include nights, weekends, holidays, overtime, rotating shifts, and recall. Is required to wear special protective clothing such as coats, boots, armored vests, helmets, and/or chemical protective equipment. May be exposed to high levels of noise such as aircraft engines and weapons fire. This position is designated as mission essential based on local conditions. Mission essential personnel report for duty at normal times when the base is closed or has delayed reporting, and remain on duty during phased or early release. This is a Mission Essential (ME) position performing a Mission Critical Function (MCF) which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of the all functions. IAW, DoDI 3020-42, Defense Continuity Programs. This position is a KEY position. In the event of a crisis situation, the incumbent, or designated alternate, must continue to perform the duties until relieved by proper authority. The incumbent, or the designated alternate, may be required to take part in readiness exercises. This position cannot be vacated during a national emergency or mobilization without seriously impairing the capability of the organization to function effectively. This meets the criteria of a key position and requires that the incumbent, or designated alternate, be removed from any military recall status. Work may occasionally require travel away from the normal duty station on military and/or commercial aircraft. In the performance of assigned duties, employee uses tact, diplomacy, and professionalism to promote effective working relationships with a variety of offices and agencies. Position is a Special Sensitive Security Clearance the selectee must possess this clearance prior to starting in the position. If selectee does not possess this clearance, a full investigation and favorable security adjudication must be complete and rendered prior to beginning in the position. QUALIFICATIONS: In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM)Qualification Standards for General Schedule Positions, SECURITY GUARD, 0085. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-08, or equivalent in other pay systems. Examples of specialized experience includes work with a Federal, State, municipal, local, or private protective organization that involved the protection of property against such hazards as fire, theft, damage, accident, or trespass; or maintaining order and protecting life. Such experience must have provided a knowledge of protective systems and techniques. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-08 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of applicable AF and DoD law enforcement and security rules, regulations, instructions, practices, principles and procedures including force protection, integrated base defense, anti-terrorism and physical security. 2. Knowledge of security guard procedures and operating methods to perform the full range of guard activities independently. Knowledge of special operating requirements, methods, and procedures for enforcing specialized personnel access controls and preventing unauthorized access to areas where stringent security requirements are in force. 3. Knowledge of the rights of detained individuals and organizational rules regarding the appropriate use of force. 4. Knowledge of safety, security, personnel management and EEO regulations, practices, and procedures. 5. Ability to learn the operation of specialized weapons, equipment, and integrated base defense security systems. 6. Ability to plan, organize, and direct the functions and staff of an organization. 7. Ability to communicate effectively, both orally and in writing. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
