Job Summary: This position is located with Bonneville Power Administration, in Transmission Long-Term Commercial Planning (TPLC) organization of Transmission Long-Term Planning (TPL), Planning & Asset Management (TP), Transmission Services (T) A successful candidate will provide leadership, strategic guidance, and analytical capability for the BPA on an array of long-term commercial and/or regional activity that may impact its transmission infrastructure decisions.

Major Duties:

  • As a Supervisory Public Utilities Specialist, you will: Serve as the supervisor of Transmission Long-Term Commercial Planning and a member of the Transmission Long-Term Planning management team. Exercise delegated supervisory authorities and responsibilities, directing, coordinating, and overseeing the work and providing similar oversight of contractors when appropriate. Plan work to be accomplished by subordinates, sets and adjusts priorities, and prepares schedules for completion of work. Develop performance standards. Evaluate the work performance of subordinates. Provide understanding, support, and leadership in administering the BPA EEO program for all applicants and employees. Exercise significant responsibilities in dealing with other BPA managers and supervisors and in advising senior-level BPA managers. Direct working relationships with Bonneville managers and staff; officials of Federal agencies, as functionally required; public and privately-owned utilities; manufacturers and providers of goods and services utilized by Bonneville; professional groups and organizations; and any appropriate regulatory organizations which require decisions and actions to be taken in overall conformance with BPA and Transmission Services policy direction. This is a temporary promotion, not to exceed one (1) year, may be extended up to five (5) year's total; this position is not permanent. Upon termination of the promotion, you will be returned to your original position of record, or to a different position of equivalent grade and pay. Temporary promotions may be terminated at any time based on the needs of management. If you are currently employed at a grade equivalent to, or higher than the advertised position, the action will be considered a detail for processing purposes, and no salary increase will be associated with accepting the position. Details are processed in 120-day increments and may be extended up to two (2) year's total; additional extensions may be approved at the discretion of the Human Resources Service Center Director. Upon termination of the detail, you will be returned to your original position of record. Details may be terminated at any time based on needs of management.

Qualifications: SPECIALIZED EXPERIENCE REQUIREMENTS A qualified candidate's resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-13) in the Federal service. Specialized experience is defined as: Experience leading a team or projects/programs 1) developing, implementing and evaluating all programs and policies which ensure the timely delivery of products and programs in support of business objectives and 2) determining and allocating necessary resources, including staff and funds, and is responsible for their effective and efficient utilization in support of goals, objectives and functional responsibilities. "Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
