Job Summary: About the Position: Serves as Chief of an Integrated Program Office for a very large, customer focused program, responsible for all facets of customer interface and program execution. Program value exceeds $21 billion. Interfaces directly with the District Commander and command level of the customer, including flag officer and SES officials, for the development of the program's primary mission goals and objectives.

Major Duties:

  • Applies an extensive knowledge of management concepts, principles, and practices as well as a general knowledge of the methods, practices, and processes of technical disciplines.
  • Assures continuity and integration of the program office to support program stakeholders.
  • Establishes and maintains effective processes and work environment conducive to effective integration of technical functions multiple divisions and organizations.
  • Interfaces both internally and externally to assure that the corporate effort will result in quality projects.
  • Supervises a staff of program and project managers administrative and support positions, program analysts, and technical employees.
  • Oversees the management of actual project resource utilization to ensure efficiency and effectiveness.
  • Manages projects requiring technical effort by functional elements multiple division as well as a variety of support organizations.
  • Provides guidance for functional managers to facilitate the effective issues, insuring that project issues are quickly resolved.

Specialized Experience: One year of specialized experience which includes; 1) Applying extensive knowledge of management concepts, principles, and practices as well as a general knowledge of the methods, practices, and processes of technical disciplines to assure continuity and integration of the program offices to support stakeholders; AND 2) Establishing and maintaining effective processes and a work environment conducive to effective integration of technical functions multiple divisions and organizations while interfacing internally and externally to ensure the corporate effort will result in quality projects; AND 3) Developing coordinated positions with the customers and making program decisions that affect long range courses of action of critical importance and overseeing project resource utilization to ensure efficiency and effectiveness; AND 4) Making decisions on work problems presented by subordinate supervisors, team leaders, or similar personnel, or by contractors while managing construction projects such as flood control, storm damage prevention, environmental restoration, educational facilities, historical renovations, training facilities, parking garages, living quarters, medical facilities barracks/dormitories, etc. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-14).
