Job Summary: You will serve as a SUPERVISORY PROGRAM ANALYST in the Fleet Personal and Family Readiness Division of the OPERATIONAL SUPPORT FACILITY of Commander, U.S. Pacific Fleet (COMPACFLT). The Secretary of Defense has ordered a department-wide hiring freeze subject to certain limited exceptions. This position is subject to the DoD hiring freeze. Major Duties:

  • You will develop, refine and implement the Fleet’s strategic vision on initiatives to leverage organizational Culture to enhance mission readiness.
  • You will serve as senior advisor and advocate for the Fleet Commander and other senior leadership on fairness, equal opportunity and organizational Culture.
  • You will work to integrate human capital programs through data collection, analysis, and presentation as requested.
  • You will develop and implement a comprehensive Fleet plan and strategy that is linked to best practices in achieving a workplace free of barriers to equal opportunity and free of workplace harassment.
  • You will collaborate with key education, training, and leadership development functions to ensure Total Sailor: Fit to Fight (TSFTF) human factors and organizational Culture learning objectives and curriculum are integrated throughout Fleet programs.
  • You will set priorities of program assignments, oversee work, evaluate performance and provide counsel on program matters and determine the best approach for resolving resource matters and improve production or increase the quality of work.
  • You will identify developmental training and making decisions on nonroutine, costly, or controversial training needs.
  • You will recommend awards, bonuses and make changes to position classification and implement ways to eliminate or reduce significant bottlenecks and barriers to production, promote team building.
  • You will fulfil the duties and responsibilities of the Department Head in their absence to include hosting/facilitating Total Sailor Fit to Figh (TSFTF) workshops, response to taskers, and required reports.

Qualifications: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: providing technical direction, guidance, and/or oversight of programs and services that have a direct impact on the morale & welfare of Sailors & dependents - including recommending policy, developing programs, establishing objectives/goals, and/or overseeing the implementation and compliance.
