Job Summary: This position is part of the Education Human Resources, Bureau of Indian Education (BIE), Department of the Interior (DOI). As a Supervisory Personnel Security Specialist you will be responsible for overseeing the Personnel Security Branch and report issues pertaining to program effectiveness as it relates to ensuring the safety of Indian children, staff, and the efficiency of the service to the HR Officer.

Major Duties:

  • As a Supervisory Personnel Security Specialist, GS-0080-14, your typical work assignments will include the following under supervision: Supervisory responsibility for evaluating personnel security matters when management or employees are resistant or non-compliant with OPM, DOI, DCSA, rules, regulations, federal policies, and procedures are not being followed. Provide consultation and technical assistance for tribal organizations to facilitate the implementation of a character investigation program in accordance with 25 U.S.C. 3201, et seq.; 42 U.S.C. 13041; and 25 CFR Part 63. Maintain the Agency position and resolve differences as amicable as possible when working with attorneys for Tribal Nations, Tribal Councils, Tribal School Boards and Chiefs of Indian Nations when disagreements arise pertaining to the interpretation of Federal laws and regulations. Manage the personnel security program and procedures for initiating background investigations, review and pre-screen applicants, volunteers, contractors. Responsible for the review, analysis, and adjudication of background investigations completed by OPM.

Qualifications: Applicants must meet the qualification requirements contained in the OPM Standards. For this position, they are listed below. SPECIALIZED EXPERIENCE: Experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression for the occupation in the organization. GS-14: One (1) year of specialized experience equivalent to at least the GS-13 level in the Federal service that includes: Monitoring and reporting on the status and progress of work, and reviewing completed work. Coordinate personnel security program activities involving audits, investigations and training. Experience working with and properly handling national security and classified information as it pertains to background investigations to ensure sensitive information. Serves as representative at MSPB and/or court hearings during appeal processes related to personnel security adjudication determinations. Familiar with carrying out standard operating procedures, policy guidance for a personnel security program and procedures related to identity management. Experience communicating (orally and/or in-writing) high level responses for a federal background/suitability program to legal inquiries, senior management, or Tribal officials, and protecting the organizations position on complex security program issues. Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year (52 weeks) of service at the next lower grade level.
