Job Summary: This position is located at the Unaccompanied Housing program aboard NAS Whidbey Island. The employee will oversee the daily operations of the Front Desk, Maintenance and Custodial Crew with limited Building Manager oversight. Responsible in assisting with the operation of the facility consistent with those services and amenities provided in a standard UH Building. The goal is to provide clean, comfortable housing for Sailors while contributing to the highest level of mission readiness.

Major Duties:

  • Coordinates and administers the efficient and proper use of any NAF resources, including funds, personnel, supplies and equipment. Oversees a small budget. Approves requisitions for equipment and supplies for the Front Desk, Maintenance, and Custodial Crew. Responsible for the receipt and storage of any NAF supplies, minor property and fixed assets. Prepares eMH reports for Housing Management and analyzes, evaluates, and implements instructions and notices from higher authority in support of the UH program. Adheres to CNIC UH standardization of goals and participates in UH inspections. Ensures NAF personnel and procurement policies and procedures are followed. Performs the full range of supervisory duties for one or more site subordinates at NF2/3 or NA2 level: Front Desk Associates Custodial Crew Maintenance Crew Building Manager(s) Supervision responsibilities include but are not limited to setting work schedules, assigning work, establishing and revising priorities, evaluating performance, approving or disapproving leave requests, selects management/supervisory candidates and approves selections of entry level employees, recommends pay adjustments and/or awards per policy, and recommends corrective and/or disciplinary action as warranted. Coordinates with the UH Manager/Director and maintains a professional employee training and development program for the NAF functional areas mentioned above. Coordinates with the UH Manager/Director to include NAF staff in the UH employee recognition program. Ensures subordinates are fully aware of and comply with appropriate personnel, safety and environmental laws and regulations. Establish liaison with divisions, departments, directorates, and other offices that provide goods or services to the operation. Assess trends and problems that span the operation, recommend necessary changes, and evaluate results. Coordinate with the UH Manager/Director to provide oversight for a recurring facility preventive maintenance program. Helps to market Fleet and Family Readiness (FFR) programs and services available to UH residents. Ensures Front Desk Associates are also marketing FFR programs and services. Along with the UH Manager/Director, ensures proper protocol is practiced during Barracks visits by Distinguished Visitors and command leadership. Performs other duties as assigned.

Qualifications: Must understand the daily operation of a lodging operation to include safety, environmental and fire prevention regulations, and practices; and front desk, housekeeping, and maintenance operating principles and practices; and have a working knowledge of automated property management system(s). The incumbent must possess excellent communication skills and must possess fluent command of the English language, understand, and use proper grammar, and be able to communicate clearly and effectively to all levels of the organization, both verbally and in writing. Incumbent must be able to use and/or operate basic computer software such as Microsoft Word, Excel and Power Point and have a working knowledge of the property management system. Must be able to understand and utilize basic military policies and regulations related to operating and managing UH Barracks facilities.
