Job Summary: The Supervisory Projects Engineer ensures safe, reliable, and a precisely controlled operating environment for direct patient care through management of a design and construction program to build and renovate hospital and support environments.

Major Duties:

  • This is a Temporary Detail/Promotion Not to Exceed 1 year. Healthcare Engineer: vacareers.va.gov/wp-content/uploads/sites/5/Total-Rewards-of-a-General-Engineer-Career-Flyer.pdf Duties include, but are not limited to: Engineering Project Management and Administration Responsible for the planning, organizing, directing, evaluating, and management processes for the Facilities Management Service Projects Section. Provides professional and technical guidance and direction and review of assigned programs. Works closely with biomedical engineering and the National Acquisition Center (NAC) in the coordination of complex equipment installations. Manages human resource functions such as hiring, performance, training and development. Communicates agency and local policies and priorities to all employees within the Projects Section. Provides technical advice on a wide range of engineering issues, including the Strategic Capital Investment Plan, Capital Asset Inventory, Capital Asset Resource Survey, Deferred Maintenance, and a myriad of engineering related topics. Participates in discussion of proposed capital projects for the station and makes preliminary designs of major alterations, improvements, and additions to implement the Medical Center programs. Establishes parameters in support of project scope development, ensuring alignment with master plan/strategic capital investment goals and Department objectives, goals, policies and priorities. Responsible for providing professional engineering direction to ensure compliance with legislative and accrediting requirements at the Medical Center for all design and construction projects. Develops policies and procedures, to comply with these frequently conflicting requirements, while minimizing adverse impact to patient care. Provides Engineering/Architectural and Construction Administration Oversite Receives administrative direction from the Chief, Facilities Management Service, with assignments in terms of broadly defined project related functions. Provides a complete professional project engineering service to meet the needs and requirements of the medical and administrative staff of the Medical Center. Provides professional advice to peers, subordinates, and non-professional administrators or managers. Responsible for the implementation of the Medical Center's capital improvement program. Coordinates and oversees scheduling and layout of operations, inspection and surveillance of materials, methods, and equipment used in construction and renovation managed by subordinate engineers and engineering technicians. Provides technical resource information to engineering subordinates. Develops technical data regarding materials, sizes, dimensions, quantities, and costs to be incorporated in formal specifications. Conducts site visits. Ensures construction is conducted in accordance with established specifications. Prepares correspondence, technical reports, estimates, fact sheets, status reports, and schedules as required to complete project assignments. Consults with contractor personnel to resolve difficult and complex unforeseen problems and latent conditions encountered during construction. Research, Analysis and Budgeting/Financial Management Work and Special Projects Researches and/or analyzes problems, issues, or program requirements related to all areas of the facility and all facets of Projects Section. Provides expert analysis and advice for complex program issues. Provides for the financial management of the Project Section. Provides advice to the Chief Engineer and program personnel on budgetary and finance issues related to projects. Plans and/or accomplishes special projects as required. Conceives and implements new initiatives and projects to strengthen, facilitate, and integrate programs. Qualifications: To qualify for this position, applicants must meet all requirements within 30 days of the closing date of this announcement. Basic Requirements: United States Citizenship: Be a citizen of the United States (U.S.). Healthcare Engineer candidates must be proficient in spoken and written English in accordance with 38 U.S.C. § 7403(f). Education. Bachelor's degree or higher in Engineering or Architecture. To be acceptable, the curriculum must be from a school with at least one curriculum accredited by the Accreditation Board for Engineering and Technology, Engineering Accreditation Commission (excludes engineering technology) or National Council of Architectural Registration Boards curriculum. Examples of acceptable engineering and architectural degrees include, but are not limited to: Electrical Engineering, Mechanical Engineering, Biomedical Engineering, Civil Engineering, Architecture and Architectural Engineering. Titles may vary from educational institutions and change over time; (COPY OF TRANSCRIPT REQUIRED) OR Evidence of passing the Fundamentals of Engineering Examination with a bachelor's degree. Evidence can be in the form of an Engineering in Training certificate issued from any State, the District of Columbia, Guam or Puerto Rico, or test results from the National Council of Examiners for Engineering and Surveying (NCEES) identifying a passing score; (COPY OF CERTIFICATION AND TRANSCRIPT REQUIRED) OR Evidence of current professional registration or licensure as a Professional Engineer or Architect. Evidence of current professional registration or licensure can be from any State, the District of Columbia, Guam or Puerto Rico. (COPY OF REGISTRATION OR LICENSE REQUIRED) May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria) Grade Determinations: Supervisory Healthcare Engineer, GS-13 Experience. One year of experience equivalent to the next lower grade. Knowledge, Skills and Abilities (KSAs). In addition to meeting the experience requirements for this grade level, the candidate must fully demonstrate the following KSAs: (a) Knowledge of data analysis techniques related to managing workload, quality, performance and productivity within the area of responsibility. (b) Knowledge related to the management of overall department resources, (i.e., finances space, equipment, supplies, schedules and staffing) at the local level. (c) Knowledge of the full range of supervisory duties, which include responsibility for assignment of work, performance evaluations, selection of staff, training and development, recommendation of awards, advancements and disciplinary actions. (d) Skill in using effective communication in managing interpersonal relationships, leading and dealing with employees, team leaders, labor representatives and managers. (e) Ability to balance multiple responsibilities, set priorities, delegate tasks, meet multiple deadlines, analyze organizational problems and develop and implement effective solutions that result in efficient operations (f) Ability to draft and/or recommend local policies and/or directives related to healthcare engineering management. (g) Ability to recognize and assess evolving scenarios, utilizing initiative, self-direction and assigned resources to affect resolutions. Physical Requirements: Light carrying (under 15 lbs.), use of fingers, both hands required. near vision correctable at 13" to 16" to Jaeger 1 to 4, far vision correctable in one eye to 20/20 and to 20/40 in the other and depth perception required. Environmental factors include working outside and inside, working closely with others and protracted or irregular hours of work.
