Job Summary: This position is part of the Office of Fossil Energy and Carbon Management - National Energy Technology Laboratory, Department of Energy. As a Supervisory Financial Management Specialist, you will be responsible for ensuring the financial integrity of the Laboratory's financial management and control processes.

Veterans shape the future of energy As a Supervisory Financial Management Specialist, you will: Ensure money is managed honestly and effectively, using strong financial practices and oversight. Oversee entire financial system, including creating, explaining, and spending the budget, setting up internal checks and balances, and reporting financial information. Provide expert advice to NETL leaders and DOE programs on how to best handle money, set financial rules, and manage funds. Manage complicated budgets that span multiple years, involving large amounts of funding, and includes many agreements where costs are shared with others. Lead and assist with development of the financial experts working in the Budget and Analysis department. Create and put into practice financial rules and procedures that obey all federal laws and DOE guidelines, including specific acts like the Federal Anti-Deficiency Act.

Qualifications: SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level GS-14 in the Federal service. Specialized experience for this position is defined as meeting 2 of 4 of the following: Directs the integration and oversight of financial management functions, ensuring strict adherence to fiscal policies and enhancing financial integrity across all budgetary phases, from formulation and execution to detailed analysis. Demonstrates agility in the rapid assessment and execution of high-priority, ambiguous tasks, leveraging comprehensive analysis of large datasets to formulate data-driven recommendations and present concise, actionable briefings to senior executive leadership Develops financial policies in support of financial assistance/grant making organizations, subject to federal law. Leads budget reallocation efforts during an unexpected and significant funding reduction, successfully prioritizing essential programs and mitigating adverse impacts by fostering cross-departmental collaboration and securing stakeholder consensus. "Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment.
