Job Summary: THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION WITH NO MILITARY REQUIREMENT. This National Guard position is for a SUPERVISORY AIR TRAFFIC CONTROL SPECIALIST (TERMINAL), Position Description Number PDT5914000 and is part of the Mississippi National Guard.
Major Duties:
Qualifications: A GS-11 and higher Air Traffic Control Specialist is a graduate of a formal DoD/DOT basic air traffic control course and will obtain and maintain facility-ratings in dual ATC facilities (RFC/GCA/Radar Approach Control (RAPCON)/Control Tower). GENERAL EXPERIENCE: All series personnel must be certified at the next higher level before being eligible for that level and must have a minimum of one year on-the-job experience in the grade immediately below the next higher level. Must have the education and validated understanding of the basic principles and concepts of the occupational series and grade. Experiences, education, or training that demonstrated the ability to follow directions and to read, understand, and retain a variety of instructions, regulations, and procedures and that otherwise demonstrates the ability to perform or learn to perform the duties of the position. SPECIALIZED EXPERIENCE: Must have at least 12 months experience equivalent to at least GS-11 or GS-12, respectively. Experienced in a military or civilian air traffic facility. Experienced Air Traffic Controller leadership roles in multiple ATC facility-rated locations (control tower and radar). Experienced facility chief at low-density towers, radar or airspace information centers or served as a facility chief in tactical towers, GCA radars and AICs. Experienced in managing the administration work of an ATC facility. Formulated and coordinated letters of agreement, operations letters and facility memorandums. Prepared duty rosters and assigned duties to personnel. Knowledgeable in facility flight check requirements for navigational aids, radar and radio communications equipment. Experienced in the planning and organizing ATC activities for tower, GCA radar, airspace information centers and verified facility compliance with Army and FAA standards. Evaluated ATC operations and work performance. Reviewed and prepared reports. Coordinated ATC activities with other facilities. Prepared and updated situation maps. Prepared Standard Instrument Approach, Enroute, and Departure Procedures (TERPS) for assigned facility/NAVAID. Knowledge is mandatory of ATC procedures and techniques; AO planning and programming; aircraft accident and incident reporting and investigation procedures; hazardous air traffic report procedures (HATR); NAS management utilization and planning principles; federal rule-making actions; environmental requirements which apply to AO management; ATC management of mobile assets and unit type code taskings for AO; AMPOS functions; AM functions; principles of meteorology; USAF airfield and airspace criteria; radio interference reporting procedures; flight inspection of navigational aids and AO facilities procedures; theater air control system functions and operations and combat airspace management; International Civil Aviation Organization (ICAO), FAA, and notice-to-airman (NOTAM) procedures; and radar, navigational aids, and communications maintenance structure and responsibilities.
