Job Description:

Job Purpose

Provide leadership and coordination to a team responsible of programme development and implementation of the Chad Strategy, technical oversight of programme areas to ensure support for quality and effective programme design and measurement to assess progress and impact on child-wellbeing outcomes (CWBOs), reporting, wide dissemination of results internally and external for national influence and resource acquisition.

Major Responsibilities

  • Contribute to regional and NOs strategy alignment and provide expert leadership for DME strategic approaches

  • Ensure technical standards are defined (understood), and appropriate systems are applied in programmes and projects, technical standards and processes developed to aid project implementation at the field level.

  • Develop simple and contextualized tools for proper delivery on DME processes (assessment, designs, monitoring and evaluation, reflections, and reporting etc) for the support to quality assurance in programs;

  • Roll-out guidance including Adaptive Programme Approach (APA) and coordinate technical support and learning for Integrated Programme Framwork (IPF) and Sponsorship Operational Programme (SOP) to ensure timely and strengthened quality of WV Chad programme designs and redesigns 

  • Provide technical support for WV Chad to set realistic programme monitoring and evaluation targets, report on performance against targets and utilize results to improve programme implementation and measurement

  • Provide leadership and technical support to ensure WV Chad have good root cause analysis, theory of change (TOC); IPF designs have good logframes and M&E plans that use the core standard outcome and output indicators;

  • Provide leadership and technical support to ensure WV Chad utilise evidence-based project models in their IPF designs, IPF designs have standards and process to enhance implementation quality and IPF implementation fidelity in WV Chad is assessed and results documented.

  • Ensure adequate and timely follow up and tracking of audit recommendation relating to the Function as agreed in the Management Response and champion Child Safe Organizational practices (e.g.  children are not hired to execute WV projects, report/refer cases of abuse perpetrated by staff and non-staff ...etc)

  • Provide leadership to strengthen WV Chad accountability to children and their communities (in line with our commitments to being community-empowering and doing no harm) by supporting WV Chad in consistently implementing the programme accountability framework (PAF)

  • Provide guidance to WV Chad in integrating sustainability and transition in their plans

  • Help WV Chad effectively work with partners through the promotion of Local Partnering principles and practices at both leadership and frontline staff levels

  • Ensure WV Chad understand Most Vulnerable Children (MVC) framework, integrate MVC needs into programming

  • Provide leadership and technical input to conduct WV Chad capacity assessment and capacity enhancement action plans

  • Provide coordination and support for Chad office to plan, execute and report on their IPF and grant programme baselines, mid-term review and evaluations ensuring collection of both quantitative and qualitative data assessing CWBOs and sustainability drivers

  • Provide leadership, coordination and capacity building to develop and enhance comprehensive and effective WV Chad programme monitoring systems

  • Provide Leadership and technical support for WV Chad to effectively use Horizon to record programme outcome, output, activity and input results to enhance data access, retrieval, analysis, and reporting efficiency

  • Provide leadership and technical support for WV Chad to utilize technology such as digital support to capture monitoring and evaluation data and present results  

  • Provide technical support to WV Chad in putting in place mechanisms, tools and processes for enhancing monitoring (processes and outcome monitoring)

  • Assure and support WV Chad capacity to report on their contribution to Child Well Being with adequate rigor and standards of quality, and to ensure appropriate management response to recommendations for further enhancing that contribution

  • Promote learning and innovation in DME across the Chad office

  • Lead research and learning on various program, projects, and document best practices to enhance effective program and project implementation.

  • Facilitate information management and flow to ensure a smooth working relationship with other departments.

  • Ensure adequate tools are in place to monitor and document impact in all programme areas.

  • Support WV Chad capacity (staff capacity, systems, culture and tools) to promote intentional learning at all levels of WV operations and ensure the proper use of M&E information, internally and with local partners

  • Provide leadership for meaningful data summaries and visualization to both field level and Resources Acquisition teams to enhance understanding of WV's programs and to demonstrate results to existing and potential donors.

  • Promote and facilitate processes for WV Chad to identify, document and disseminate good DME practices in the region and partnership

  • Oversee the development and management of past research findings through documentation, publishing and dissemination of results

  • Ensures that KM interventions and approaches are aligned with regional/global strategic priorities.

  • Promote knowledge generation through the organization's operational business processes

  • Contribute high-quality inputs into WV Chad office grant proposals and concepts, support review of program design ensuring quality results frameworks and log-frames.

  • For funding opportunities support project design and document review where possible.

  • Support prepositioning and donor engagement as DM&E lead and where necessary participate in regional networks raising the profile of World Vision.

  • Build knowledge of donor expectations and guidelines around DM&E in collaboration with WV Chad RAM team.

  • Establish networks and alliances with external partners (research institutions, universities, other NGOs, etc) for the purpose of enhancing program quality

  • Provide leadership on assessing and identifying potential risks, evaluating these to ensure that they are appropriately mitigated through properly implemented policies, procedures, training, systems and controls.

  • Provide insightful, quality reporting to leadership and other key stakeholders to support risk processes

  • Evaluating identified risks against a variety of information & factors (e.g. documents /statistics /reports /trends) to provide commentary and recommendations about how to mitigate these risks;

  • Provide leadership on managing completion of the Risk connect platform

  • Work collaboratively with sponsorship teams in the implementation of Sponsorship in Programming and delivery of Sponsorship 3.0, New Sponsorship Initiative

  • Provide support to other divisions within WV Chad to assure the quality and compliance of DME policies, Program quality standards and requirements

  • Work with sector specialists (GEDSI, CP, F&D, WASH, Health, Livelihoods, etc) to assure quality of programs and projects by WV Chad

Qualifications and Experiences

•       Minimum of 5 years’ experience in relief and development work, out of which three years in grassroots relief and development work.

       Minimum of 5years’ experience in monitoring and evaluation work and social research.

       Experience in organization and facilitation of training programmes including facilitation of virtual training.

       Understand LEAP framework, design, monitoring and evaluation (DME)

       Experience in the development of DME related technical resources

       Demonstrate ability to work effectively in a collaborative team environment working virtually

       Understand Programme and Research Design and Implementation

       Competent in the use of MS Word, Excel and PowerPoint

       Good communication skills, negotiation skills and people relational skills. 

       Fluent in both English and French

       Post-graduate degree in social science, statistics, economy, development studies or professional degree or relevant experience

 

       Knowledge of statistical packages for analyzing socio-economic data, LEAP Tools, general DM&E framework.
