Deutsche Bank

Strategic Delivery & Execution (Third Party Risk Management & Operational Resilience), (f/m/x)

Bucharest Full time

Job Description:

DB Global Technology is Deutsche Bank’s technology centre in Central and Eastern Europe. Since its set-up in 2013, Bucharest Technology Centre (BEX) has constantly proven its capacity to deliver global technology products and services, playing a dynamic role in the Bank’s technology transformation.

We have a robust, hands-on engineering culture dedicated to continuous learning, knowledge-sharing, technical skill development and networking. We are an essential part of the Bank’s technology platform and develop applications for many important business areas.

Third Party Management (TPM), part of Deutsche Bank’s Global Procurement function, is responsible for the processes that manage risks related to the engagement of third party vendors and outsourcing. TPM has been through a large-scale transformation program to change the approach, process and technology used for the vendor risk management process.

This senior manager role is responsible for driving the strategic execution of transformation initiatives across Third Party Risk Management (TPRM) and Operational Resilience, ensuring alignment with regulatory expectations from the PRA, FCA, EBA, and DORA. The role will drive cross-functional delivery, embed resilience into business operations, and oversee the successful implementation of strategic programmes that enhance risk posture and regulatory compliance.

This position is ideal for someone with deep TPRM expertise, strong governance and analytical skills, and a collaborative mindset—with experience in financial industry. Even if you do not meet all the requirements below but can demonstrate transferable skills, we encourage you to apply.

Responsibilities:

  • Strategic Programme Leadership: Drive the execution of the strategic roadmap for Third Party Risk Management (TPRM) and Operational Resilience, ensuring alignment with regulatory requirements from PRA, FCA, EBA, and DORA.
  • Risk Frameworks & Integration: Apply deep expertise in TPRM frameworks—covering control assessments, risk concentration, and lifecycle management—while ensuring integration with supply chain intelligence and enterprise risk strategies.
  • Regulatory Remediation & Compliance: Lead remediation initiatives to address regulatory gaps, including ICT service identification, contractual uplift, register accuracy, and alignment with Critical and Important Functions (CIFs).
  • Cross-Functional Delivery & Governance: Oversee cross-functional teams to deliver key milestones and KPIs, establish governance structures, and manage executive-level reporting and stakeholder engagement.
  • Change Enablement & Innovation: Champion organizational change to embed resilience and risk awareness, leveraging agile delivery models and enabling technologies like Power Apps, Copilot, and AI-driven analytics for continuous improvement.

Skills:

  • Extensive Financial Services Experience: Over 15 years in the industry, including senior leadership roles in risk, resilience, and transformation, with a proven track record in delivering large-scale programmes.
  • Expertise in TPRM & Operational Resilience: Deep knowledge of third-party risk management practices—due diligence, control assessments, monitoring, exit strategies—and strong familiarity with regulatory frameworks such as PRA SS2/21, FCA PS21/3, EBA Guidelines, and DORA.
  • Strategic & Governance Capabilities: Skilled in translating strategic vision into actionable plans, overseeing risk reporting, performance metrics, and ensuring regulatory compliance across complex environments.
  • Stakeholder & Team Leadership: Exceptional communication and stakeholder management skills, with experience influencing senior executives and leading cross-functional teams across the three lines of defence.
  • Technology & Innovation Proficiency: Hands-on experience with contract remediation, ICT register reporting, and tools like Power Apps, Microsoft Copilot, Power BI, and AI-driven analytics for automation, risk monitoring, and performance tracking.
