Job Description:

Parsons is seeking a Staff Engineer – Traffic Operations and Systems Deployment (Saudi National) to support the implementation, configuration, and maintenance of intelligent transportation systems (ITS) and central management platforms for the RCRC Phase-2 Traffic Management Support Services program. You will be part of the Parsons team working with the Royal Commission for Riyadh City (RCRC) Traffic Control Center.

This entry-level engineering role (0–4 years of experience) is ideal for individuals eager to apply their technical foundation in traffic operations, control systems, and software-integrated field technologies.


Working under the guidance of senior engineers and software developers, the Staff Engineer will contribute to deploying and configuring field controllers, integrating intersections into the central system, performing network setup and diagnostics, and supporting data and API exchanges between systems.

What You'll Be Doing:

  • Support the configuration, programming, and testing of traffic signal controllers, detectors, CCTV, and related ITS field devices.

  • Assist in network configuration and system communications setup, including switch, router, and VPN settings used in controller and ITS communications.

  • Participate in central system configuration and management, including defining intersection parameters, verifying controller registration, and testing communications to/from the RCRC TCC systems (e.g., Parsons iNET).

  • Collaborate with developers and system engineers to test APIs, review source code behavior, and document system interfaces under supervision.

  • Support integration of traffic devices and data sources into the central management system, ensuring consistency in configuration, naming conventions, and logging.

  • Conduct device and system diagnostics, including signal controller connectivity, data streaming verification, and synchronization of configuration files.

  • Maintain thorough records of all network and device configurations, controller logic versions, and firmware updates.

  • Assist in the development and validation of traffic signal timing and control logic for adaptive and priority systems.

  • Support field testing, troubleshooting, and acceptance verification during deployment and upgrades.

  • Prepare technical reports, configuration summaries, and system integration documentation following Parsons and RCRC standards.

What Required Skills You'll Bring:

  • Bachelor’s degree in Civil Engineering, Computer Engineering, or Computer Science from an accredited institution.

  • 0–4 years of experience in traffic engineering, ITS systems deployment, or networked control systems.

  • Foundational understanding of traffic signal control principles, ITS device communications, and network protocols (e.g., TCP/IP, SNMP, NTCIP).

  • Familiarity or exposure to:

    • Traffic signal software and systems (e.g., iNET, TransSuite, McCain D4, Peek ATC-1000)

    • Network configuration tools (switch/router setup, IP configuration)

    • API usage and testing tools (e.g., Postman, REST API interfaces)

    • Programming or scripting languages such as Python, C#, or SQL

  • Excellent written and verbal communication skills in English; Arabic familiarity is an advantage.

  • Proficient in Microsoft Office Suite and able to learn specialized configuration tools quickly.
