What’s the role

Shell is seeking a Senior Advisor of International Government Affairs to join their team in Washington, D.C.

The Senior Advisor of International Government Affairs serves as a strategic interface between Shell’s global Corporate Relations organization and Shell’s businesses overseas in their engagement with the U.S. Government. This role is critical to protecting and growing value for Shell’s businesses outside the United States by securing supportive policy outcomes and providing timely insights into geopolitical developments. This position also represents Shell within the foreign policy community, engaging with think tanks and other key organizations to advance Shell’s strategic interests and foster informed dialogue on global energy and policy issues.

Given the central role of the U.S. Government in global energy affairs, the position demands exceptional judgment, strategic thinking, strong diplomatic skills, and the ability to navigate complex stakeholder ecosystems. The Senior Advisor will identify and cultivate key relationships with the U.S. Government, the diplomatic community, think tanks, and other influential voices in Washington, D.C.; provide high-level counsel to Shell leadership; analyze foreign policy issues; and contribute to shaping Shell’s international policy and advocacy strategies.

Purpose of Role

  • Advance Shell’s international business interests through effective engagement with U.S. Government agencies, the U.S.-based diplomatic community, and other influential external stakeholders

  • Monitor and analyze U.S. foreign policy developments and share actionable insights with Shell’s global businesses

  • Support the development and execution of advocacy strategies that align with Shell’s international priorities

  • Serve as a strategic thinker on global energy issues that affect Shell and advance Shell’s international priorities

Accountabilities:

  • Monitor and assess U.S. foreign policy trends and their potential impact on Shell’s global operations

  • Advise Shell leadership on external risks and opportunities affecting international commercial decisions

  • Collaborate with Corporate Relations country teams and the global Policy & Advocacy team to develop and implement policy positions and advocacy strategies

  • Build and maintain relationships with senior U.S. Government officials, international organizations, industry associations, think tanks, non-governmental organizations (NGOs), and the diplomatic community

  • Facilitate strategic engagements between Shell senior leaders and key U.S.-based international decision-makers

  • Prepare briefing materials and advocacy content to support high-level interactions

  • Lobby on behalf of behalf of businesses when appropriate

  • Promote a learner mindset and cross-boundary collaboration to maximize commercial value

  • Uphold Shell’s standards for safety, ethics, transparency, and compliance in all external engagements

What you bring

  • Must have legal authorization to work in the US on a full-time basis for anyone other than current employer

  • Bachelor’s Degree in any related discipline

  • At least 15 years of experience in international affairs or diplomacy. International energy policy a plus

  • Demonstrated experience working with or within U.S. Government foreign policy entities such as the Departments of State, National Security Council, Commerce, Energy, or Congress

  • Deep knowledge of U.S. foreign policy priorities and their impact on global affairs

  • Deep network of foreign policy professionals in the U.S. and abroad

  • Familiarity with U.S. or international sanctions regimes is a plus

  • Experience briefing and engaging senior officials and executives

  • Fluency in a widely spoken foreign language, such as Spanish, French, Portuguese, or Arabic, is an advantage

  • Must be based in the Washington, D.C. area

What we offer

The base salary range for this position is $210,000.00 – $314,000.00 per year.  Individual pay will be based on various factors, such as relevant work experience, education, certifications, skill level, seniority, and internal equity.     

For regular full-time or regular part-time employees of the Company (participating companies as listed in the Summary Plan Description), insurance coverage options include medical, dental, vision coverage, life Insurance, Business Travel Accident Insurance, and Occupational Accidental Death Benefit programs. Employees also participate in a company pension plan and a 401(k) plan. Paid leave includes up to 6 weeks of paid vacation time, up to 11 paid holidays, and parental leave offering 16 weeks of paid leave for birthing parents, and 8 weeks of paid leave for non-birthing parents.

Additionally, employees are eligible for short-term disability leave for up to 26 weeks at 100% or 50% of base pay as well as Long-Term Disability insurance.
