Major Duties:
- A GS-0101-12, SEXUAL ASSAULT RESPONSE COORDINATOR (SARC): Ensure SAPR VAs apply best practices in victim advocacy, social service principles, and behavioral theories.Oversee the implementation of standardized risk screening protocols and develop tailored interventions for victims. Guide SAPR VAs in preparing "Victim Advocate Recommendations to the Commander" and finalize the recommendations package. Apply skilled communication strategies such as developing rapport and actively listening to support victims. Conduct risk screenings, non-clinical safety assessments, and coordinate with on-base and off-base resources. Accept official reports of sexual assault and prepare recommendations in the absence of a SAPR VA or as requested by the victim. Prioritize confidentiality and informed consent standards, advising victims on the protections and exceptions to confidentiality per Military Rules of Evidence 514 and DoD Sexual Assault Advocate Certification Program D-SAACP Professional Code of Ethics. Inform victims of available resources and manage reports of retaliation, reprisal, ostracism, maltreatment, or transfer requests Ensure ongoing victim assistance and follow-up contact until offense disposition is complete or the victim no longer wants SAPR services. Assist victims in identifying and prioritizing referrals and SAPR program resources tailored to their unique needs. Provide emotional support using trauma-informed practices and culturally responsive services. Develop and maintain working relationships with military and civilian resources to provide warm handoffs to other resources. Advise internal and external stakeholders, including law enforcement, legal professionals, healthcare providers, and community organizations, to facilitate a cohesive approach in sexual assault cases. Serve as a SAPR subject matter expert in interdisciplinary meetings and initiatives. Manage SAPR cases and referrals, including data entry of official reports into the Defense Sexual Assault Incident Database DSAID within applicable timeframes. Ensure compliance with DoD and Service policies, legal requirements, and guidelines to maintain high data quality. Plan, schedule, and deliver comprehensive SAPR training for diverse stakeholders, covering policies, procedures, reporting options, and other pertinent topics. Develop and collaborate on SAPR public awareness campaigns, including planning events for Sexual Assault Awareness and Prevention Month. Coordinate with other support agencies to ensure SAPR representation at events addressing the continuum of harm. Communicate the organization's strategic plan, mission, vision, and values to the SAPR VAs and integrate them into the team's strategies and goals. Cach SAPR VAs on problem-solving methods, trauma-informed victim advocacy practices, and procedures. Lead the SAPR VA team in workload distribution, maintaining a 24/7 sexual assault response capability, and ensuring a collaborative approach to case management. Identify training needs within the team and coordinate with the Supervisory Principal SARC to provide or arrange for training sessions. Monitor and report on the status and progress of work, ensuring deadlines and quality standards are met. Serve as a coach, facilitator, and negotiator in coordinating team initiatives and consensus-building activities. Maintain program and administrative reference materials, project files, and relevant background documents. Prepare reports and briefs, maintain records of work accomplishments, and coordinate the preparation and communication of work-related information to the Supervisory Principal SARC. Represent SAPR VAs in dealings with the Principal SARC, command, and/or state leadership to obtain resources and secure needed information or decisions. Report on team and individual work accomplishments, work problems, progress in mastering tasks, and training requirements. Estimate and report on progress in meeting established milestones and deadlines, ensuring team members participate in planning for achievement of team goals Resolve simple, informal complaints from SAPR VAs and refer formal grievances and appeals to the appropriate management official. Inform the supervisor of performance management issues and recommend related actions such as assignments, reassignments, promotions, and performance appraisals. This role is crucial in ensuring a comprehensive and cohesive response to sexual assault cases within the military, providing support and advocacy for victims, and maintaining compliance with DoD policies and guidelines. Qualifications: GENERAL EXPERIENCE: Degree: behavioral or social science; or related disciplines appropriate to the position that included at least 24 semester hours of course work in the behavioral or social sciences. ***Please reference Education Requirements for specific degree requirements. or Combination of education and experience that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field that included at least 24 semester hours of course work in the behavioral or social sciences. or Four years of appropriate experience that demonstrated that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field. SPECIALIZED EXPERIENCE: Must have at least 48 months or 36 months experience (with degree or combination); or training analyzing problems, identifying significant factors, gathering pertinent data and recognizing solutions; preparing reports, plans, policies and various correspondence; evaluating objectives and develop plans to facilitate the availability and effective utilization of various social science resources. Must have knowledge of the organization and its mission and utilized the organizational staff procedures. Experience applying analytical and evaluative techniques to issues or studies concerning the efficiency and effectiveness of social science program operations carried out by administrative or professional personnel, or substantive administrative support functions. Or 1 year specialized experience equivalent to at least the next lower grade level. ***You must provide an SF50 showing you meet this requirement***
