As a Senior Tender Manager, you will play a key role in securing and managing public-sector contracts and licenses for Bolt’s ride-hailing operations across the Nordic region. You will lead the development and execution of winning strategies for government tenders and regulatory licensing processes, ensuring compliance, competitiveness, and alignment with Bolt’s strategic goals in regulated markets.

This is an HQ-based role (based in Tallinn or London) supporting local teams, providing strategic, legal, and procedural expertise to navigate public-sector frameworks, influence future tenders, and manage ongoing contractual relationships with authorities.

  • <point>Lead and manage full-cycle B2G tender and licensing processes, from opportunity identification to contract negotiation and implementation.</point>
  • <point>Develop and execute pre-tender engagement strategies with government authorities to position Bolt as a trusted mobility partner.</point>
  • <point>Collaborate closely with legal, operations, finance, and policy teams to deliver compliant and high-quality bid submissions.</point>
  • <point>Oversee procurement and licensing strategies in regulated markets, with a focus on Finland and the Nordics.</point>
  • <point>Engage with public-sector stakeholders, including transport ministries and municipalities, to shape market access and influence policy frameworks.</point>
  • <point>Analyze tender evaluation models and regulatory developments to ensure commercially competitive submissions and maintain strategic alignment.</point>

<title>About you:</title>

  • <point>You have proven prior experience in tender management, public procurement, or licensing within transportation, mobility, or other regulated industries.</point>
  • <point>You are experienced in managing government bids and licensing processes from RFP analysis through to successful implementation.</point>
  • <point>You have a strong understanding of Nordic public-sector frameworks and procurement laws, with Finnish market experience considered a major advantage.</point>
  • <point>You are skilled in project management and cross-functional leadership, delivering results under tight deadlines.</point>
  • <point>You have proven ability in stakeholder engagement, building relationships with municipalities, regulators, and ministries, and producing persuasive, compliant proposals through strong analytical and writing skills.</point>
  • <point>You have experience using Salesforce or similar CRM tools; familiarity with ride-hailing, MaaS, or Nordic digital tender platforms is a plus.</point>
