1Prepare reports and recommendations on various complex policy matters based upon the application of established Provincial, Regional and Town policies, sound planning principles and independent judgment for consideration by Council
Provides guidance and advice to other planners and senior staff on complex policy proposals and development applications
Facilitates community engagement in a positive and inclusive manner
Provides Official Plan interpretation and information relating to various policy projects to staff, Council, external agencies, the general public and the development industry
Provides technical support to the Official Plan Review exercise
Prepares housekeeping and general amendments to the Town’s Official Plan, Secondary Plans and Comprehensive Zoning By-law, including consolidations
Monitors, evaluates and responds to existing and emerging Provincial, Regional and other planning initiatives, often in collaboration with various external agencies
Undertakes background research and analysis on land use, demographic, economic, environmental and development related issues; provides projections based on this analysis
Represents the Department in committees and working groups of external agencies and other levels of government
Prepares Official Plan policies and amendments, including Secondary Plans
Provides expert evidence at Ontario Municipal Board Hearings and before other judicial and quasi-judicial bodies
Presents reports and recommendations to Council, Committees and other meetings held in public
Prepares terms of reference and project management for projects undertaken by external consultants
Monitors implementation of Official Plan and Secondary Plan policies
Comply with all health and safety practices as it relates to the work, standard operating guidelines and the Occupational Health & Safety Act
Mentors and supports the Planner(s) and other staff of the Division on a daily basis
Performs other duties as assigned in accordance with departmental priorities
University degree in Urban and Regional Planning or a related discipline
7 years of policy planning experience preferably in a municipal planning environment
Full membership in the Canadian Institute of Planners (CIP) and the Ontario Professional Planner Institute (OPPI)
Certification as a Registered Professional Planner
Master’s degree in urban and regional Planning or a related discipline (Preferred)
Highly developed presentation skills and interpersonal skills, with the ability to communicate both verbally and in writing at all levels of the organization, and with elected officials and the public
In-depth knowledge of the Planning Act, Provincial Policies and Plans as well as current regulations and evolving planning policy trends
Ability to organize workload to meet multiple deadlines and adapt to changing priorities
Ability to draft clear, concise reports and planning documents
Strong negotiation, mediation, conflict resolution and public relations skills
Strong project management, research, analytical and problem-solving skills
Ability to undertake complex assignments with minimal supervision
A valid Ontario Driver’s License with a driving record that demonstrates responsible/safe driving behavior as use of a personal vehicle is required.
