Senior Divisional Risk Advisor, College Savings Programs

As a Senior Divisional Risk Advisor, you will serve as a trusted partner providing operational risk expertise and strategic guidance for our college savings programs and 529 Plans. In this role, you will deliver effective risk oversight and assurance services, ensuring alignment with enterprise standards while supporting divisional objectives. You will design, implement, and maintain robust risk frameworks that enable proactive identification, assessment, and mitigation of potential risks. This position is critical in fostering a strong risk culture and safeguarding the integrity of our operations.

Responsibilities

  • Provide risk guidance, oversight, and assurance services to enterprise and divisional partners based on Vanguard’s operational and strategic risk framework. Ensure the development and implementation of effective divisional risk controls.

  • Lead and manage the efficiency and effectiveness of risk management within the business. Set measurable goals and examine ways to raise standards, increase quality, and improve overall risk management efforts. Measure departmental success in identifying and managing risk exposure, identify and prioritize existing and emerging risks, and advise on appropriate control design and testing.

  • Lead and assist the business in developing, implementing, and managing long-term risk management strategies in alignment with department goals, standard risk management policies and procedures, and the overall risk strategy.

  • Work with the business to mitigate risks and optimize process efficiency. Use expert industry best practices to design effective controls and recommend new risk management strategies. Provide consultation, facilitation, and analytical support to divisional management as new products, services, processes, and procedures are developed to ensure risk is properly mitigated.

  • Develop and maintain strong relationships with enterprise and divisional clients to understand their ongoing risk needs. Act as a thought partner to the business.

  • Assess the design of existing controls and make recommendations, leveraging industry best practices for improvement as needed. Understand the risk management framework and apply core concepts when discussing risk exposures with the business.

  • Participate in special projects and perform other duties as assigned.

Qualifications

  • Minimum of eight years related work experience.

  • Undergraduate degree or equivalent combination of training and experience. Graduate degree preferred

  • Strong background in risk management and control design, with expertise in compliance and second-line risk domains.

  • Proven ability to influence and advise at the executive level, driving alignment on risk strategies and decisions.

  • Demonstrated investment acumen with experience in college savings products, including 529 plans, and a solid understanding of related regulatory and operational considerations
