Job Description:

The Senior Director, Counter Networks is a strategic and entrepreneurial leader responsible for driving growth across defense, intelligence, and homeland security markets focused on counter-narcotics, supply-chain integrity, border and maritime domain awareness, and global network resilience.

This role will lead Parsons’ efforts to align with national and interagency priorities under DoD, DHS, DOJ, and ONDCP—integrating the company’s mission systems, digital engineering, data analytics, and AI/ML capabilities into solutions that enhance detection, disruption, and deterrence of illicit activities threatening U.S. and allied interests.

The ideal candidate combines mission fluency with strong business acumen, translating Parsons’ differentiated technologies into compelling value propositions for operational and policy customers.

Core Responsibilities

The Counter Networks Senior Director will be Responsible & Accountable for:

  • Leadership: Drive growth campaign, ensuring alignment with evolving federal and interagency strategies related to narcotics interdiction, precursor tracking, and supply-chain protection.
  • Capture Execution: Lead opportunity maturation and capture execution across Defense, Homeland Security, and Intelligence portfolios (e.g., SOUTHCOM, JIATF-South, CBP, ICE, ONDCP, SOCOM, INL). Develop booking strategies that balance corporate growth objectives with mission priorities and risk tolerance.
  • Pipeline Development: Build and mature a pipeline aligned with mission areas such as border and maritime domain awareness, illicit network analysis, and trade security. Drive volume, velocity, and quality of qualified pursuits through disciplined pipeline management.
  • Customer Engagement: Cultivate trusted relationships with key mission sponsors and decision-makers, shaping Parsons’ position through market engagement, technology demonstrations, and strategic collaboration.
  • Industry and Partner Ecosystem: Identify and develop partnerships with companies offering complementary capabilities in data analytics, sensors, AI/ML, and integrated mission systems to strengthen Parsons’ competitive posture.
  • Campaign Integration: Coordinate the integration of Parsons’ technologies into live, virtual, and constructive demonstration environments that highlight mission relevance and customer value.
  • Data Integrity: Maintain Salesforce and pipeline analytics as the authoritative source of opportunity health, forecast accuracy, and performance metrics

Desired Outcomes

Success in this role will be measured by:

  • Proven success leading captures in counter-narcotics, transnational threat, or border/maritime domain markets, exceeding sales and awards targets.
  • Demonstrated ability to shape and win complex, multi-agency programs >$100M, including RDT&E, systems integration, and mission operations contracts.
  • Strong network of senior customer and industry relationships across SOUTHCOM, SOCOM, CBP, DEA, ONDCP, and allied partners.
  • Evidence of using analytics, threat intelligence, and market data to identify trends, guide investment, and optimize capture strategies.
  • Leadership in forming and sustaining strategic partnerships and alliances that enhance Parsons’ competitive advantage in national security and homeland defense markets.
  • Ability to lead the adoption of emerging technologies—including AI/ML, C5ISR, and digital engineering—to strengthen operational effectiveness and mission readiness.

Candidate Profile

Experience

  • 15+ years of diversified experience in business development, capture management, and national security mission operations.
  • Proven track record of identifying and winning large-scale (> $100M) government programs.
  • Expertise with counter-narcotics, border security, supply-chain integrity, and transnational security mission.
  • Deep understanding of the DoD and DHS acquisition lifecycles, contracting mechanisms, and mission sponsor communities.
  • Strong interpersonal and emotional intelligence (EQ); able to build consensus across internal and external stakeholders.
  • Bachelor’s degree in a technical, business, or national security discipline (advanced degree preferred).
  • U.S. Citizenship and active Secret clearance required; TS/SSBI preferred.
  • Willingness to travel 10–20%, with occasional surges above 30%.
  • Strategic thinker with entrepreneurial drive and proven ability to open new markets.
  • Skilled communicator who can articulate technical solutions in mission-relevant terms.
  • Experienced in developing and executing capture and marketing strategies for high-visibility campaigns.
  • Collaborative leader adept at uniting cross-functional teams (engineering, capture, operations, marketing).
  • Comfortable leading technology demonstrations and engaging senior customers in operational settings.

Salary Range: $167,400.00 - $314,500.00

This position is eligible for incentive compensation.
