Senior Compliance Specialist

The Senior Compliance Specialist (SCS) will provide lead support within the Compliance Department. The SCS is responsible for monitoring, implementing, coordinating, and conducting compliance audits for each property to ensure that the resident files comply with various affordable program regulatory guidelines and standard policies and procedures.


Essential Duties & Responsibilities

  • Oversee and maintain compliance with all assigned property program requirements.
  • Act as the primary contact for all affordable agencies within the portfolio.
  • Timely processing of utility allowance updates, rent/income limit changes, and annual adjustments to property certifications and within the software.
  • Assist during the initial qualifying process of NEW construction lease-up properties and/or acquisition/rehab of existing properties (if applicable).
  • Provide guidance and support to onsite teams and assist with compliance questions and resource location needs.
  • Provide training options, recommendations, and mentors as needed.
  • Provide clear directives to close audit findings and assist as needed
  • Attend and/or monitor, prepare for, and respond to agency audits.
  • Assist with the HUD-TRACS or MINC system billing/vouchers monthly review (if applicable).
  • Identify, report, and escalate non-compliance issues to the Direct Report Supervisor and Compliance Director.
  • Collect and input data into internal database/management systems accurately and timely.
  • Engage and/or remain informed on all department, program, and agency updates or changes.
  • Assist with investor and financial audits concerning compliance requirements.
  • Conduct internal audits of assigned portfolios based on current Standard Operating Procedures and timelines.
  • Complete all property reporting requirements accurately and on time.
  • Assist in resolving compliance-related issues and discrepancies.
  • Process applicable Helpdesk tickets efficiently and promptly.
  • Maintain positive, professional, and effective communication with onsite staff, Portfolio Managers, Operations, and Compliance team members.
  • Perform additional duties and functions as assigned by the Compliance Manager or Compliance Director.

Travel Requirement

  • This position entails travel, estimated at up to 30% of work time annually. Travel may be required for property visits, conferences, training sessions, or other business-related activities. 

Education & Experience

  • High School Degree or equivalent
  • Minimum 2 years’ experience in affordable program compliance and/or affordable property management experience including but not limited to: LIHTC, HUD, USDA-RD, HCD, HOME, and Bond.
  • Professional Designations (HCCP, SHCM, CPO, COS, BOS, NCP, or equivalent) preferred
  • Knowledge, understanding, and experience in affordable programs and multiple funding layers
  • Strong knowledge of affordable housing regulatory compliance in: LIHTC, HUD, USDA-RD, HOME, Bond, or other Local Programs
  • Strong administrative skills, highly motivated and organized with a positive attitude
  • Experience conducting file audits, responding and closing out audits with agencies.
  • Valid driver’s license and insured operable vehicle
