Mandatory Reference Checking Scheme (“MRC”) for Hong Kong
The Mandatory Reference Checking Scheme is a framework to facilitate Authorized Institutions (“AIs”) to bilaterally obtain reference information during their recruitment process for certain positions, such that misconduct information in an individual’s previous employments can be provided to AIs to inform their employment decisions.

• Perform monitoring and testing reviews to ensure Branch compliance with policies, procedures and regulatory requirements.
• Back-up the BSA monitoring program supervisor.
• Work with the Head of Compliance in non BSA/AML program design and enhancements
• Supplement, as needed, core Compliance staff in customer onboarding, monitoring, and reporting.
• Perform monthly Head Office and other Branch Reporting functions
• Review and enhance compliance-related policies and procedures, including those on vendor risk management, loan and deposit compliance, and disclosures.
• Assist in the maintenance and development of the Branch’s compliance training program.
• Prepare daily, weekly and monthly system proofs and reconciliations.
• Maintain branch-wide control over the vendor management and policy and procedure control functions.
• Stay current with compliance related regulatory guidance and alerts.
• Draft reports and respond to internal and external inquiries.
• Create business proposals for the enhancement of internal controls.
• Conduct ad-hoc and periodic compliance testing.
• Draft policies, procedures, and work papers to support the implementation of new initiatives.
• Identify, research, and provide conclusions on compliance issues as they arise.
• Liaise with auditors and Head Office.
• Other tasks that may be assigned from time to time by either department of branch management.
Requirements:
1. Education Qualification
· Bachelor’s Degree
2. Working Experiences
· Over 3 years banking experience preferably in Compliance for a foreign financial institution
3. Professional Qualification / HKMA Enhanced Competency Framework Qualification / Professional Examination / License
· CRCM, ACAMS preferred
